- The Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA intends to procure on an other than full and open competition basis, forty (40) low rate initial production (LRIP) Technical Refresh Mission Computers (TRMC) to be used as flight test assets for the H-1 aircraft, system integration laboratories, and training devices based on System Configuration Set (SCS) life cycle phase for the Marine Corps H-1 aircraft. The Navy intends to enter into negotiations for a Firm Fixed Price (FFP) contract. This procurement is a sole source to Northrop Grumman Guidance and Electronics Company, Inc., doing business as Navigation Systems Division, CAGE 06481, 21240 Burbank Blvd, Woodland Hills, CA 91367-6675. In accordance with FAR 6.302-1(b)(1)(i), Northrop Grumman Navigation Systems Division possesses unique capabilities that are not available from any other source. Northrop Grumman is the prime designer, developer, manufacturer, and supplier of the H-1 Operational Flight Program software. Northrop Grumman is the only firm that possesses the requisite knowledge of the Operational Flight Program and its unique integration of avionics and weapon systems. Under this proposed contract, Technical Refresh Mission Computers will be delivered as a combination of software and hardware configuration items (CIs) that are integrated into a baseline configuration that is currently under development. The Government has restricted data rights for the Mission Computer OFP ™s Display Management System, Stores Management Function, ICTN/BBN owned test interface and Board Support Package. As the sole designer, developer, and manufacturer of the mission computers, Northrop Grumman Navigation Systems Division is the only source qualified to satisfy this requirement. This notice of intent is not a request for competitive proposals; however, any firms believing that they can fulfill the requirement may submit a written response, which shall be considered by the agency. The written response shall reference solicitation number N68936-13-R-0059 and clearly show the firms capability, background, experience and assets necessary to perform the required work mentioned above without causing programmatic hardship, compromising the quality, accuracy, reliability, delivery of the product or duplication of cost to the Government.
