NOTICE OF INTENT TO AWARD NONCOMPETITIVE PROCUREMENT Requisition No.: AG-0261-S-12-0072 Date of Notice: 06/03/2013 Contracting Officer: TANYA SPANFELLNER Closing Date: 06/07/2013 This notice will appear for 5 days from above date. ************************************************************************************** Description of Supplies/Services: The USDA Forest Service, Spring Mountain National Recreation Area, Humboldt-Toiyabe National Forest, requires services, non - personal, to provide all tools, equipment, materials, personnel and management to serve as liaison for the Forest Service (Humboldt-Toiyabe National Forest) and the CA/NV Sub-Regional Team (BLM) for the development of the Forest Plan Amendment for conservation guidelines for the Greater Sage Grouse. Provide coordination with State and federal agencies regarding Forest Service activities in the development of the Plan Amendment. Provide coordination with the Forest Service Western Regional IDT and Regional Office for Greater Sage Grouse Plan Amendment. Provide review of documents, briefing papers, staff reports, and presentations regarding the efforts on the Greater Sage Grouse. The Government intends to award this requirement noncompetitively IAW FAR 13.106-1(b) (1), to Sharp, Randall M, DBA Sharp Consultants due to the highly specialized nature of the work required. There are no other contractors that could feasibly do the work, because using another contractor would require months for even a highly qualified researcher to get up to speed whereas Randall Sharp, has an intimate knowledge and has conducted extensive research and developed the capability to provide the services required for this project. The contractor has in depth knowledge of the Forest Service's process and a working relationship with all the partners involved. Great Sage Grouse: Serve as Liaison for the Forest Service (Humboldt-Toiyabe National Forest) and the CA/NV Sub-Regional Team (BLM) for the development of the Forest Plan Amendment for conservation guidelines for the Greater Sage Grouse. Provide coordination with State and federal agencies regarding Forest Service activities in the development of the Plan Amendment. Provide coordination with the Forest Service Western Regional IDT and Regional Office for Greater Sage Grouse Plan Amendment. Provide review of documents, briefing papers, staff reports, and presentations regarding the efforts on the Greater Sage grouse Items a-c may require travel for agency and public meetings.Bi-State Stage Grouse: Serve as coordinator for the Executive Oversight Team (EOC) for development of conservation actions and strategies for the Bi-State Sage Grouse, including coordination with the Technical and Strategy Teams. Provide coordination with State and other federal agencies (including Fish and Wildlife Service and Natural Resource Conservation Service) regarding Forest Service activities for the conservation of the Bi-State Sage Grouse. Provide coordination with Inyo NF and R4 Regional Office regarding activities of the EOC and the Humboldt-Toiyabe NF.Items a-c may require travel for agency and public meetings. Provide review of document, briefing papers, staff reports, and presentations regarding the efforts on the Bi-State Sage Grouse. Other interested concerns having the ability to furnish these services/supplies shall submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ. This does represent the Government's only written notice of this procurement. All responsible sources may submit a response which, if timely received, must be considered by the agency.
