Description
***Anticipated site visit date has changed from 20 June to 27 June due to increased time necessary for RFP documents review. Site access request process is still as stated below, however please acknowledge the new site visit date in your request*** The US Army Space and Missile Defense Command/Army Forces Strategic Command (USASDMC/ARSTRAT) intends to issue a solicitation for non-personnal Contract Security Guard (CSG) Services to support mission requirements with services performed at Shariki Communication Site (SCS), Aomori Prefecture, Northern Honshu, Japan. Offerors must be prepared to expand the scope of proposals for like services to include a second site at a currently undisclosed location. The contractor shall furnish all physically fit, trained, and qualified personnel (labor), and all supplies, materials, equipment, vehicles, transportation (except those specifically identified as furnished by the Government), and supervision required to provide physical security measures for equipment and personnel operating at SCS and any potential second site incorporated into this contract. In addition, offerors shall provide living arrangements for their employees performing work in Japan under any contractual arrangement resulting from this notice. This solicitation will result in a single award hybrid contract with a one (1) year base period of performance plus four (4) option periods and a not to exceed six (6) month extension period as allowed by FAR 52.217-8 Option to Extend Services. The contract will include Firm Fixed Price CLINs, Cost-Plus-Fixed-Fee CLINS, and Cost Reimbursement CLINS. No fee will be allowed on the Cost Reimbursement CLINS. The North American Industry Classification System (NAICS) code is 561612, Security Guards and Patrol Services, and the small business size standard is $19M. In accordance with FAR 52.237-1, Site Visit, the Government will host a site visit at SCS on 27 June 2013. While not mandatory, offerors are highly encouraged to participate in the site visit to inspect the site where services will be performed and to satisfy themselves on the general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Due to the limited numbers of escorts available, no more than two (2) offerors attendees will be allowed to participate. Last minute substitutions will not be allowed due to the time required to verify a participant's ability to be allowed on Shariki Communication Site. Although the site visit is not mandatory, attendance is highly encouraged. This is the only site visit that will be allowed; no other site visits will be permitted. Offerors who intend to participate in the site visit shall provide the following information not later than 10 business days before the day of the visit: - Company Name - Cage Code - Last Name, First Name, and Middle Initial of participant - Social security or DOD ID number. - Level of Security Clearance (Top Secret, Secret, or None) - Contact information to include phone number and e-mail address Submit the required information listed above by email to Sven (Brian) Gaines, Contracting Officer at (sven.b.gaines.civ@mail.mil) and Patrick Clark, Contract Specialist at (patrick.w.clark30.civ@mail.mil). Please ensure to encrypt your e-mail if possible. Participants are responsible for arranging their own transportation to the initial meeting point at Goshogawara, Japan. Bus transportation will be provided to the site visit location and back to the initial meeting point. A detailed itinerary and timeline will be provided to attendees after they have been cleared for installation access. Upon arrival at the site visit location, offerors must be able to present a valid State or Federal Government issued picture identification such as a passport, Military Identification or Common Access Card, a valid driver's license or state issued identification. The Government will not reimburse the contractor for any site visit expenses. This acquisition will be solicited as a Small Business Administration section 8(a) set-aside. Compliance with Federal Acquisition Regulation 52.219-14, Limitations on Subcontracting and 13 CFR 125.6 (known as the 50% rule) is mandatory. A formal Request for Proposal (RFP) will be issued on or about 3 June 2013 via Army Single Face to Industry (ASFI). Offerors may receive notices of this acquisition through Federal Business Opportunities (FBO). Paper copies of the solicitation will not be issued. Prospective offerors are responsible for checking ASFI to obtain the solicitation and any amendments or other information pertaining to the solicitation; prospective offerors are encouraged to register for automatic notification through FBO. All offerors must be registered in the System for Awards Management (SAM) at https://www.sam.gov) to be eligible for award. Vendors must also complete their Annual Representations and Certifications (ORCA) at http://orca.bpn.gov/.
