Description
NASA/GSFC has a requirement for a Hydro Leak Detector/Vacuum that includes a spray gun for leak searching, sniffer probe to locate leaks, and cart and trolley for easy movement. NASA/GSFC intends to purchase the items from Pfeiffer Vacuum as they are the only one known to meet the minimum requirements below. Leak Detector minimum specifications 1 Portable Weight less than 49 lbs Detachable control panel/remote operation Operates in any position horizontal/vertical 2 Accessories included Spray gun for leak searching Sniffer probe for leak detection Cart/Trolley for mobility Transportation Case for shipping 2 Performance Oil free pumping -- capacity 1.7 m3/h SD card for recording and downloading Detectable gases: 4He, 3He, H2 Flange (in) DN 25 ISO-KF I/O interface Digital, Analog (mantissa, exponent) Interface RS-232 Maximum inlet test pressure: 15 hPa Minimum detectable leak rate for helium (sniffing leak detection): 1 10-8 Pa m3/s Minimum detectable leak rate for helium (vacuum leak detection): 5 10-13 Pa m3/s Pumping speed for He: 1.1 l/s Response time (Sniffing leak detection): < 1 s Supply 100-240 V, 50/60 Hz Test method: Vacuum and sniffing leak detection The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort BY EMAIL ONLY to Kristal Miller at Kristal.miller@nasa.gov not later than 4:30 p.m. local time on June 10, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
