Description
PURPOSE: Registrar services are needed to achieve and sustain certification to these standards with no lapse in certification. Initial certifications have occurred: ISO 9001 January 15, 2009 (and recertification in 2012), ISO 14001 September 17, 2008 (and recertification in 2011), OHSAS 18001 September 29, 2010. Other organizations may be consolidated under these certifications in future years. This market survey is to solicit statements of interest and capabilities from interested business concerns including SBA certified 8(a) firms and other small business concerns. This market survey also seeks to identify potential vendors for this potential contract. Furthermore, this survey will aid the FAA in its determination as to whether adequate competition exists to set-aside part or all of the competition amongst eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) Program, and other small businesses such as Women Owned businesses and Service Disabled Veteran businesses or whether it is more appropriate to conduct this procurement as a full and open competition. In order to make this determination the FAA requires the following information from interested vendors that believe they are capable of providing the required services: 1. Capability Statement - This document should address your firm's technical capability to provide the services as described in the draft Statement of Work and the submission requirements below. The document should include a description of your firm ™s capability to conduct integrated audits for ISO 9001, ISO 14001, and OHSAS 18001 and your capability to issue a combined certificate of the three systems. 2. Expected programmatic approach (in-house, teaming, subcontracting, etc.) If respondent is an eligible 8(a) certified business or other small business, provide a strategy in terms of percentage of work to be completed by the 8(a) or small business respondent. 3. A list of all teaming partners with a description of each partner's responsibility. (Limited to one page.) 4. Comments concerning the draft SOW are welcome and optional. The FAA may or may not respond to any comments received. 5. Rough Order of Magnitude (ROM) estimate for the services described with in the draft Statement of Work, for planning purposes only and for budgetary estimates to be devised. 6. completed business declaration form To help determine if your company is qualified to provide the level of professional expertise, personnel, and financial resources necessary for this requirement, the FAA is making available a DRAFT Statement of Work (SOW). The Government welcomes substantive comments on the SOW. Please submit comments together with the Capability Statement described below. Submission Requirements: 1. Companies must list projects it has undertaken that meet the minimum requirements. For each project cited, respondent shall provide the following information: a. Name of project. b. Contract number. c. Entity for which the work was performed. d. Brief description of the project. e. Start and end dates of the project. f. List of publications. g. Name, specific organization, address, title, and phone number of principal contact of entity for which the work was performed. 2. Companies must provide clear evidence that they have the facilities, staffing, and expertise resources to perform this requirement.
