- Proposals for this requirement are due July 3, 2013 at 2:30 p.m. Eastern. The Federal Highway Administration (FHWA) anticipates issuing a requirement utilizing full and open competition to procure support services for the delivery and development of the National Highway Institute's (NHI) Traffic Design and Operations Training Services. The purpose of the prospective contract(s) is to effectively deliver and develop timely programs of high quality training dealing with all aspects of design and traffic operations, including intelligent transportation systems and freight and transportation logistics. The work carried out under the prospective contract(s) will consist in the development of new instructor-led training, the update of existing course materials, and the design and development of distance delivery solutions that are engaging and effective. The primary deliverable of this procurement, transportation courses, must be designed to be responsive to ever changing transportation workforce training requirements and provide professional development opportunities to a wide array of engineers, planners, operations and maintenance personnel, emergency planning stakeholders, law enforcement, and others in surface transportation. For training delivery, the work requires instructors with superior subject matter expertise; topic-related practical experience; proficiency with adult learning principles; and experience training adults in a classroom setting. Additionally, the contractors selected must be experienced in development and delivery of training courses that are effectively designed and engagingly presented. The solicitation will be available electronically via the Government Point of Entry (GPE) at www.fbo.gov. No written, telephonic, facsimile, e-mail or other type of request for the solicitation will be accepted. Potential offerors/vendors are encouraged to register on www.fbo.gov and to monitor the website to receive the solicitation and any further information in reference to the subject action inclusive of any announcements, and amendments after its release. This notice of intent is not a request for competitive proposals. A request for proposals is anticipated to be published, through the Federal Business Opportunities website, in April 2013. Once the solicitation is posted, all interested responsible sources may submit a proposal which will be considered by the FHWA. The NAICS code for this procurement is 611430.
