- Intelligence and Security Command (INSCOM) Acquisition Center, 8825 Beulah Street, Fort Belvoir, Virginia 22060 on behalf of the Defense Acquisition University (DAU) intends to issue a Request for Proposals (RFP) for Development and Sustainment of the Acquisition Requirements Roadmap Tool (ARRT). The Defense Acquisition University requires support to: a. Provide a job support tool that will assist a contracting officer's representative (COR) in capturing, recording, summarizing, and displaying in lowest level of task/subtask as well as summary report form contractor performance in a manner consistent with the Performance Work Statement (PWS) and the Quality Assurance Surveillance Plan (QASP) developed in Acquisition Requirements Roadmap Tool (ARRT) and b. A job aid and tool to assist users develop effective technical evaluation criteria for service requirements that are consistent with the PWS and other areas that a team may need to consider for section M or an RFP. c. Perform systems administration and maintenance for deployed ARRT project tools to ensure consistent and reliable service availability to customers. The proposed period of performance will be for a three (3) year period as follows: Base Period (23 September 2013 through 22 September 2014) Option Year 1 (23 September 2014 through 22 September 2015) Option Year 2 (23 September 2015 through 22 September 2016) A single award, CPFF and FFP hybrid contract is contemplated. This contract will be competitively awarded to a small-business following the procedures of FAR 19.5, Set-Asides for Small Business, and FAR 15, Contracting by Negotiation. The proposed RFP will be a 100% Small Business Set-Aside. The NAICS code is 541512, small business size standard of $25.5Million. It is anticipated that the solicitation number W911W4-13-R-0004 will be issued on or about the 18 June 2013 and will be available via the Federal Business Opportunities webpage at http://www.fbo.gov. The exact closing date and time of the solicitation will be identified in the solicitation package. It is the sole responsibility of the offeror to review the webpage frequently for any updates/ amendments and in the case of the RFP being issued prior to 18 June 2013. All prospective offerors must have a Commercial and Government Entity (CAGE) code and be registered in the System for Award Management (SAM) https://www.sam.gov/portal/public/SAM/. This will be an electronic solicitation release. No hard copies will be mailed. This synopsis is for information purposes only and is not to be construed as a commitment by the Government.
