- Davis Bacon Offeror Representations and Certifications Pre-proposal Inquiry Key Personnell Resume Format Past Experience Past Peformance SBU Form Design Build U.S FDA Bothell Reconfiguration Solicitation Number: GS-10P-13-XB-R-0016 Agency: General Services Administration Office: Public Buildings Service (PBS) Location: Design & Construction (10PCQ) Synopsis: The General Services Administration (GSA), Region 10 announces an opportunity for the reconfiguration of office and lab space at the Federal Drug Administration (FDA) facility located at, 2201 23rd Dr. SE Bothell, Washington. PROJECT BACKGROUND/DESCRIPTION: The FDA Bothell Facility was built in the early 1980s and has had several upgrades over the years. The facility is an active lab space. The staffing and manner in which the agency conducts business has changed. This project is intended to meet the changing work space demands of the FDA Bothell workforce. The p roject goals are to maximize the efficiencies of FDA labs, increase production/cycle time, and enhance training facility. PROJECT SCOPE General Requirements: GSA envisions a highly collaborative D/B delivery approach for this project. The expectation is that the D/B Team will work closely with all the stakeholders to deliver a project that meets the expectations and needs of all stakeholders and GSA's requirements for a fully functional, NIH code compliant lab spaces, secured entry, and office space build-out. Specific Scope: The contractor will be responsible for all management, design and engineering, materials, equipment, labor and other costs necessary to reconfigure the FDA Bothell facility. This effort includes, but is not limited to: Conducting preliminary research and investigation, Meeting with stakeholders to further develop requirements and alternatives, Conducting design review meetings at each stage of design submittals, Conducting value engineering sessions, and all construction and coordination efforts necessary to complete construction including; progress meetings, quality control, and commissioning. The FDA Bothell facility is an active lab with approximately 80 employees. The facility is roughly 60,000 sq.ft. of which 16,000 sq. ft. is active lab space. Modifications to the facility will include the following: 1. Re-design/build of facilities secure entrance (1,000 sqft) 2. Re-design/build of facilities sample receiving area (1,200 sqft) 3. Build out of mock/training lab (600 sqft) 4. Modify existing office area into level 2 microbiology lab with 3 class 5 clean rooms (3,780 sqft). 5. Modify existing office areas into level 2 chemistry lab (1,365). 6. Carpet & paint, modifications to partitions in various administrative spaces (15,000 sqft). 7. Protection of Artwork during construction The construction of the laboratory shall be accomplished while the facility is occupied, although, some of the spaces where actual work will be performed have been vacated. The D/B Team will be required to ensure minimal disruption to tenants and their mission, keep current systems in operation and keep facility and tenant's safe and fully protected. PROJECT MAGNITUDE: Between $1,000,000 and $2,700,000.00 COMPETITION: Restricted. This procurement will be open to small business firms. Any qualified responsible firm, including small business, veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women-owned small business is encouraged to participate as a prime contractor or as a member of a joint venture with other small businesses, or as a subcontractor. Any firm proposing as a joint venture will be required to provide additional documentation regarding its joint venture agreement. PROJECT DURATION: The total expected project duration including design and construction is estimated to be 12 months PROCUREMENT STRATEGY: The Design Build contractor will be selected using the Best Value Source Selection process pursuant to the Federal Acquisition Regulation (FAR) Part 36, Source Selection Procedures, FAR subpart 15.3 following issuance of a formal Request for Proposals (RFP) on www.fbo.gov. For this contract award process, GSA will issue one Solicitation. The Government will identify the evaluation factors developed in accordance with FAR 15.304 that will serve as the basis for the determination of the Offer which provides the best value to the Government. Interested Offerors will be required to submit their responses (including both technical and price proposals) to the RFP by the due date established in the RFP. The Government will evaluate all responses to the RFP in accordance with the criteria in the RFP. The Government will reserve the right to make an award upon the basis of the initial offers without discussions. The Contractor will be required to have specialty design and build-out of NIH compliant laboratory space experience, specifically where the building has had to remain operational while construction is on-going. CONTRACT AWARD: GSA PBS R10 contemplates awarding a Firm Fixed Price (FFP) type contract as a result of the forthcoming solicitation.
