- Federal Business Opportunities Information Date: 2013 June 04 SOLICITATION NO. W9128F-13-R-0028 On or about June 19 2013, this office will issue Request for Proposals for Construction and Design of the Bloomfield Line Upgrade and Transmission Line Relay Replacement, Gavin's Point Power Plant, Cedar County, NE. The solicitation will close on or about 23 July 2013. This solicitation is RESTRICTED TO SMALL BUSINESS PARTICIPATION A tentative site visit date has been scheduled for 09 July 2013 at 9:00 am local time. Contractors are to make reservations with Lucas Kirkpatrick at 402-995-2497 or email Lucas.J.Kirkpatrick@usace.army.mil. Contractors are to meet at the Gavins Point Power House. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See 'Obtaining Solicitation Documents' below. _______________________________________________________________________________ Project Description: (Approx. quantities) This project is to replace all of the transmission line protective relays for four(4)transmission lines, the transfer breaker and the bus protective relaying for the switchyard. The transmission lines are the Belden, Yankton Junction, Spirit Mound, Bloomfield, and the Transfer Breaker. The switchyard operates at 115kV with 3 generator in-feeds. In addition to modernizing the protective relaying, the contractor shall upgrade the Bloomfield line by replacing the existing 123kV group-operated disconnect switches 861, 863, 461, and 463, and motor operated disconnect switch 865 integral with grounding switch 860 at the Gavins Point Powerhouse Switchyard. Work shall also include replacement of ACSR jumpers and up-leads necessary to fully upgrade the bay to a 1200Amp capacity. This is considered to be a design build contract. Drawings in Microstation and TIFF formats will be provided for the work but they shall be considered For-Information-Only. The estimated construction cost of this project is between$250,000 and $500,000. _______________________________________________________________________________ The Contractor will be required to commence work within 10 days after notice to proceed and complete the work by 30 December 2014. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete.
