Description
NAVAIR intends to issue a Cost Plus Incentive Fee type contract to Northrop Grumman Corporation (NGC), Bethpage, New York (NY) for the implementation of Secure Internet Protocol Router (SIPR) Chat, Tactical Targeting Network Technology (TTNT) and Cooperative Engagement Capability (CEC) Accelerated Mid-Term Interoperability Improvement Program (AMIIP) in the E-2D Advanced Hawkeye. The Contractor shall provide for the addition of SIPR Chat, TTNT and AMIIP capabilities to the E-2D AHE, and shall act as the single-point weapons system integrator for each of the added capabilities, including: - Management of the program. - All required Systems Engineering activities, including utilization of contractor E-2D Systems Integration Laboratory (SIL) facilities - Integrated Logistics Support (ILS) to analyze support requirements and provide initial support capability through completion of operational test. Preparation and delivery of appropriate technical information. The Contractor shall provide updates to all applicable E-2D Contract Data Requirements Lists (CDRLs) and impacted drawings to allow for the integration and installation of SIPR Chat, TTNT and AMIIP capabilities into AA1, AA2 and one or more fleet representative aircraft for test and evaluation. The Contractor shall develop and deliver a production-ready Installation Data Package (IDP) for retrofit and forward fit as appropriate for the added capabilities. The Contractor shall manage the added capabilities as a single entity, but each separate capability may be delivered separately and incorporated into the most appropriate Delta System Software Configuration (DSSC) software build for its technical maturity, with Government concurrence. As sole developer, and manufacturer of the E-2 aircraft weapon system, only NGC has the requisite knowledge, experience, and technical data required to successfully manufacture the aircraft without causing unacceptable delays in meeting the Navy's operational requirements.
