- The Food and Drug Administration, Office of Acquisition and Grants Services intends to negotiate on a sole source basis (IAW FAR 13.106-1) with American Journal of Preventive Medicine (AJPM), University of California, San Diego, La Jolla, CA 92093 as the only responsible source that will satisfy agency requirements. The proposed contract will be a special supplement to research that was published by the American Journal of Preventive Medicine in 2012. This acquisition is being conducted under FAR 13.106-1 for Open Market items under $100,000.00. Provision and clauses in effect through Federal Acquisition Circular 2005-66 are incorporated. The purpose of the proposed contract is to publish a special supplement on research findings from the 2012 National Youth Tobacco Survey (NYTS) and analyses to inform the Population Assessment of Tobacco and Health (PATH) Study. This supplement will be used to disseminate the findings of this research conducted to inform of FDA's tobacco regulation efforts and will highlight the examples of the Agency's partnerships with the U.S. Centers for Disease Control and Prevention (CDC) and the National Institutes of Health (NIH). The contractor shall plan, produce and distribute a special supplement issue for this purpose. This acquisition is being conducted under simplified acquisition procedures. The intended procurement will be classified under North American Industry Classification System (NAICS) code 511120. Its associated Small Business size standard is 500 employees. This notice of intent is not a request for quotations and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability of providing this service. A determination by the government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
