Description
This is not a solicitation announcement; this notice is not to be construed as a commitment by the Government and no contract will be awarded based on responses received to this notice. This document is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (Hubzone, 8(a), Small Business, Small Disadvantaged Business, Veteran Owned Small Business or Service Disabled Veteran Owned Small Business) relative to NAICS 611519 (Size Standard $7 million). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. Responses to this sources sought synopsis are not considered responses to any potential solicitation announcement. The Department of Veterans Affairs VHA Network 15 Contracting Office is seeking information concerning possible sources to provide onsite training for Utility Section Employees on Air Conditioning & Refrigeration (consisting of two (2) full days) located at the John J. Pershing VA Medical Center, 1500 N. Westwood Blvd, Poplar Bluff, MO 63901. The VA intends to award a contract to a qualified institution to provide these services including EPA 608 Testing &Certification for the period of time to be coordinated and scheduled with VA point of contact for approximately five (5) Utility Section employees. A Request for Quotes will be requested after the VA concludes its market research to the availability of possible sources. The Statement of Work below provides a summary of services required. All interested firms shall provide the following information: company name, address, point of contact, phone number, email address, capability statement, business size and socio-economic classification. Responses to this notice shall be e-mailed to: Sue Miller, Purchasing Agent, Network 15 Contracting Office, 4101 South 4th Street Trafficway, Leavenworth, KS 66048; E-mail address: susan.miller99@va.gov. Telephone responses will not be accepted. Responses must be received in writing no later than 12:00 p.m. CST June 7, 2013. This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be issued at a later date, and all interested parties must respond to that solicitation separately from the responses to this announcement. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. STATEMENT OF WORK Utility Section- Air Conditioning & Refrigeration Training I.Objective Training services for Utility Section Employees on Air Conditioning & Refrigeration. Contractor to provide onsite training (consisting of two (2) full days) dates to be coordinated & scheduled (during 3rd Qtr FY-13) with VA for approximately five (5) Utility Section employees. After procurement is awarded, we would like to get training accomplished within the following thirty (30) day period. ? II.Performance Period On-site training at the Poplar Bluff, MO VAMC "Two consecutive days shall be provided by the contractor (scheduled & coordinated with VA point of contact). III.Scope of Work Training will consist of: "Fundamentals of Air Conditioning & Refrigeration "Identification of components in AC&R (Air Conditioning & Recovery) systems and what they do "Differences, types, & classifications of refrigerants & oils "How to accurately read system & component measurements, air properties & their effect on the AC&R system "What licensing & certification is required or not required "How to operate an AC&R system from top to bottom "How to conduct preventative & repair maintenance activities "How to effectively troubleshoot & service AC&R systems "The role of Energy conservation and applicable regulatory considerations Certifications EPA 608 Testing &Certification IV.Miscellaneous Requirements Contractor will cover travel expenses for the training team Contractor will NOT, at any time, have access to employee or patient information or to the VA Network/VA Information Systems. The contractor will be responsible for providing the consultant with the hardware and software necessary to complete the training and consultative services.
