Description
THIS REQUEST FOR INFORMATION (RFI) IS FOR INFORMATIONAL AND PLANNING PURPOSES ONLY AND SHALL NOT BE CONSTRUED AS A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR AS AN OBLIGATION ON THE PART OF THE GOVERNMENT. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE. THIS ANNOUNCEMENT MAY OR MAY NOT TRANSLATE INTO AN ACTUAL PROCUREMENT(S) IN FUTURE YEARS. THERE IS NO FUNDING ASSOCIATED WITH THIS ANNOUNCEMENT. Background: The Surface Connector (X) (Replacement)(SC(X)(R)) program will replace the existing LCU 1610 Class of amphibious landing craft. The basic characteristics of the existing LCU include: Hull: Steel Length: approximately 135 feet Beam: 29 feet 10 inches Draft (Fully Loaded): Forward: 4 ft Aft: 6 ft 7.5 inches Power Plant: Diesel propulsion with Kort nozzles, 2 shafts Max Speed: 11 knots Endurance at Sustained Speed: approximately1200 NM at 8 knots Lift Capacity: 170 Short tons of cargo, or 400 passengers, or 350 troops or 2 M1A1 Tanks (with plow) Bow and Stern Ramps (capable of repeated beach landing impacts) Crew Accommodations: 13 Independent Operations: 10 Days (crew accommodations, habitability and provisioning support) Full Load Displacement: 401 LT Stern anchor and winch Redundant mechanical systems, segregated critical systems, firefighting, dewatering, first aid The Navy is interested in learning the pros and cons of a Build to Print design approach to the SC(X)(R) acquisition from the shipbuilding industry perspective. In this approach, a Government design would be provided to the shipbuilders/boatbuilders for construction of the craft. It is anticipated that the design provided would include three dimensional drawings but would need to be translated after award into the builder s production information. The Navy would like Industry perspectives on potential benefits and challenges to implementing the Build to Print approach. In support of understanding the impact of such an approach on the post-award effort at the shipyard/boatyard, the following information is requested: 1.Build Standards typically used for your products (Example: ABS Steel Vessel Rules). 2.Rough estimate of how long it would take to translate a design provided into Work Packages and Production Information for a roughly 140 foot long craft with the complexity described above (the basic LCU capability). Please identify any assumptions used. 3.Rough estimate of how long it would take to construct a vessel comparable to the existing LCU 1610 Class. Please identify any assumptions used. a.Lead craft estimate b.Follow craft estimate 4.Advantages, disadvantages and risks of a Build to Print approach from the Shipbuilder perspective. 5.Perceived advantages, disadvantages and risks to the Government of a Build to Print approach. 6.Design Programs/Software used within your shipyard/boatyard to develop designs and the production information used by the welders, electricians, etc. 7.Past experience with Build to Print contracts, if any a.Type of vessel b.Any lessons learned from that experience you are willing to share. 8.Other comments or information related to a Build to Print approach. Interested builders are encouraged to respond to this announcement. In the responses, companies should also include: 1.Organization Name 2.Address 3.Point of Contact (1)Name (2)Position/Title (3)Email address (4)Telephone number Responses shall be no more than 10 pages in length and be preferably in plain text, Microsoft Office, or Adobe PDF electronic formats. Responses should be sent by electronic mail to the NAVSEA point of contact, Ms. Linda Squires (linda.squires@navy.mil). WHEN TO SUBMIT: This information is requested to be provided by email by 3:00PM, 29 July 2013. NOTICES REGARDING SOLICITATION: This RFI does NOT constitute a Request for Proposal and is not to be construed as a commitment, implied or otherwise, by the Government that a procurement action will be issued. No telephone inquiries will be accepted and requests for solicitation packages will not be honored, as no solicitation is intended at this time. Response to this notice is not a request to be added to a bidders list or to receive a copy of a solicitation. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT SOLELY ON THE BASIS OF THIS RFI. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of the requested information. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow up information requests. Responses to this RFI may be considered in the future determination of an appropriate acquisition strategy for the program. The Government may not respond to any specific questions or comments submitted in response to this RFI or information provided as a result of this request. Any information submitted by respondents as a result of this notice is strictly voluntary. The Government does not intend to award a contract on the basis of this request or otherwise pay for the requested information. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. NOTICE REGARDING PROPRIETARY INFORMATION: All submitted materials will be designated for Government Use Only. Third party support contractors who have executed non-disclosure agreements may have access to the information provided. Any information submitted which is to be provided and reviewed by Government personnel only shall be clearly marked as such. Otherwise, the Government shall construe consent has been given to allow access to the information by any relevant third party support contractor. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. IMPORTANT - Any email containing export controlled information must be marked FOUO and use encryption. Future information on the SC(X)(R) regarding Industry Days or other events will be posted at the websites for FBO and NECO (www.neco.navy.mil), the same sites where this announcement has been posted.
