- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Army Contracting Command- New Jersey (ACC-NJ) is issuing a SOCLICITATION W15QKN-13-R-5045 for a Request for Proposals (RFP) firm-fixed-price contract to provide Army Research and Technology protection services at Arlington, VA; Huntsville, AL and Aberdeen, MD. This acquisition is full and open under NAICS 541611 (Size Standard $14,000,000.00). The purpose of this project is a follow-on procurement for the ARTPC to support US Army Research and Laboratory Engineering efforts. Army laboratories and engineering centers are developing the advanced technology that will form the heart of the Army's future fighting force. Foreign Governments and companies that both use and sell military systems will go to great lengths to acquire the advanced technologies that dominate future warfare. Identification and protection of those technologies is essential to the Army's mission and ability to fight and win when those systems are fielded. The Army must have an integrated Research and Technology Protection (RTP) program with the ability to perform this critical mission with a high degree of confidence of success. The Government requires the highly qualified engineering personnel to provide support in industrial and personnel security, information assurance, technology protection, security training and awareness. The Government also requires the contractor to provide expert process improvement and problem solving support; delegated by job priority to field activities to provide support to Army command and activity staffs, scientists and engineers. The personnel will be primarily located at the ARTPC headquarters at Arlington, VA, Huntsville, AL, and Aberdeen, MD. Offerors proposals shall be submitted by no later than Thrusday, 27 June 2013 at 09:00 AM Eastern Standard Time (EST). Proposals may be emailed to the Contract Specialist at theresa.m.eckstein.civ@mail.mil with the two (2) CD versions of each volume mailed or express mailed. Acknowledge all amendments by signing the amendments and submit with pricing (Volume I). Period of Performance is subject to change due to the extension of the submission date. Estimated start date for the Base Period is 29 July 2013. Please see all attached documents for additional information and requirements
