Description
THIS REQUEST FOR INFORMATION (RFI) IS FOR INFORMATIONAL AND PLANNING PURPOSES ONLY AND SHALL NOT BE CONSTRUED AS A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE OR AS AN OBLIGATION ON THE PART OF THE GOVERNMENT. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE. THIS ANNOUNCEMENT MAY OR MAY NOT TRANSLATE INTO AN ACTUAL PROCUREMENT(S) IN FUTURE YEARS. THERE IS NO FUNDING ASSOCIATED WITH THIS ANNOUNCEMENT. Background: The Surface Connector (X) (Replacement)(SC(X)(R)) program will replace the existing LCU 1610 Class of amphibious landing craft. One potential solution is to for the replacement to have similar characteristics to the existing LCU 1610. For the purposes of this RFI, the notional SC(X)(R) characteristics would be as follows: Hull: Steel Length: approximately 135 feet Beam: approximately 30 ft Draft (Fully Loaded): Forward: approximately 4 ft Aft: approximately 6.5 ft Power Plant: Diesel propulsion with Kort nozzles, 2 shafts Max Speed: 11 knots Endurance at Sustained Speed: approximately 1200 NM at 8 knots Lift Capacity: 170 Short tons of cargo Bow and Stern Ramps (capable of repeated beach landing loads) Crew Accommodations: 13 Independent Operations: 10 Days (crew accommodations, habitability and provisioning support) Full Load Displacement: approximately 400 LT Stern anchor and winch Redundant mechanical systems, segregated critical systems, firefighting, dewatering, first aid The Navy would like experienced design agents ™ (those having executed the detail design effort for oceangoing craft) perspectives on potential benefits and challenges to implementing a government-led, set-based design concept. Specifically, the Navy requests information on: 1.Most recent relevant (similar in size/complexity to LCU 1610) detailed designs completed. 2.Detailed design approach (design tools, file formats, design standards, product deliverables, etc.) 3.Design agent ™s perspective of the benefits, challenges and risks to the Government of a detailed design approach. 4.Total Labor hour estimate for the detailed design package effort for an LCU 1610 replacement craft. Please identify any assumptions used in developing the estimate. 5.Schedule estimate of the detailed design package for an LCU 1610 replacement craft. Please identify any assumptions used in developing the estimate. 6.Estimates of the remaining non-recurring engineering (NRE) tasks and hours which would be accomplished by the shipbuilders prior to construction of the first craft. Please identify any assumptions used in developing the estimates. 7.Schedule estimate of remaining NRE effort which would be accomplished by the shipbuilders prior to construction of the first craft. Please identify any assumptions used in developing the estimate. Interested design agents are encouraged to respond to this announcement. In the responses, companies should also include: 1.Organization Name 2.Address 3.Point of Contact (1)Name (2)Position/Title (3)Email address (4)Telephone number Responses shall be no more than 10 pages in length and be preferably in plain text, Microsoft Office, or Adobe PDF electronic formats. Responses should be sent by electronic mail to the NAVSEA point of contact, Ms. Linda Squires (linda.squires@navy.mil). WHEN TO SUBMIT: This information is requested to be provided by email by 3:00PM, 29 July 2013. NOTICES REGARDING SOLICITATION: This RFI does NOT constitute a Request for Proposal and is not to be construed as a commitment, implied or otherwise, by the Government that a procurement action will be issued. No telephone inquiries will be accepted and requests for solicitation packages will not be honored, as no solicitation is intended at this time. Response to this notice is not a request to be added to a bidders list or to receive a copy of a solicitation. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT SOLELY ON THE BASIS OF THIS RFI. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of the requested information. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow up information requests. Responses to this RFI may be considered in the future determination of an appropriate acquisition strategy for the program. The Government may not respond to any specific questions or comments submitted in response to this RFI or information provided as a result of this request. Any information submitted by respondents as a result of this notice is strictly voluntary. The Government does not intend to award a contract on the basis of this request or otherwise pay for the requested information. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. NOTICE REGARDING PROPRIETARY INFORMATION: All submitted materials will be designated for Government Use Only. Third party support contractors who have executed non-disclosure agreements may have access to the information provided. Any information submitted which is to be provided and reviewed by Government personnel only shall be clearly marked as such. Otherwise, the Government shall construe consent has been given to allow access to the information by any relevant third party support contractor. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. IMPORTANT - Any email containing export controlled information must be marked FOUO and use encryption. Future information on the SC(X)(R) regarding Industry Days or other events will be posted at the websites for FBO and NECO (www.neco.navy.mil), the same sites where this announcement has been posted.
