- The Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Huachuca Division intends to solicit and negotiated with one source. The proposed source is Altmeyer GmbH, located in Saarbrucken, Germany, who can provide for services necessary for software and network maintenance and warranty services to support the Configuration, Accounting Information Retrieval System (CAIRS) Telephone Network Management System (TNMS) at United Stated Army Installations throughout Europe. The contractor shall provide commercial support for network services, parts, materials, equipment upgrades, application system enhancements/expansions, field service support, remote diagnostics, emergency technical assistance, and publication updates. The contractor shall deliver test plans, performance acceptance testing and troubleshoot the CAIRS TNMS network hardware and software baselines. The contractor shall also provide technical training for all CAIRS system updates as requested by the Government. The Government intends to award a Firm-Fixed-Price contract with one source under the statutory authority of 10 U.S.C. 2304 (c) (1) and FAR 6.302-1, only responsible source and no other supplies or services will satisfy agency requirements. The proposed source is the only known source available to provide this service. This notice of intent is not a request for quotations or a solicitation of offers. All interested persons may identify their interest and capability to respond to the requirement in writing to the attention of Andrew Fainer, Contract Specialist, at andrew.r.fainer.civ@mail.mil. Responses to the notice must be submitted within seven (7) calendar days of the electronic posting. Oral communications in response to this notice are not acceptable and will not be considered. Any response must show clear and convincing evident to support their ability to perform this requirement. The Government will not be responsible for any cost incurred in preparation of information received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If after 1:00 pm, Pacific Coast Time (PCT), June 11, 2013, no viable responses have been received in response to this announcement, ACC-APG, Huachuca Division shall negotiate solely with Altmeyer GmbH of Saarbrucken, Germany.
