Description
Draft Statement of Work This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of all qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice." This National Cancer Institute (NCI), National Institutes of Health (NIH) project is for the renewal of Contract Number HHSN261200900003C with the National Academy of Sciences (NAS) that was awarded on a sole-source basis for a five-year period of performance. Freedom of Information Act (FOIA) requests regarding the current contract with the NAS should be directed to Suzy Milliard at millars@mail.nih.gov. A determination by the Government not to complete this requirement is solely within the discretion of the Government. Interested parties are expected to review this Notice and draft Statement of Work to familiarize themselves with the requirements of this project; failure to do so will be at your firm's own risk. Background The National Institutes of Health (NIH), National Cancer Institute (NCI), is conducting market research to ascertain the availability and capability of potential offerors to provide the NCI with the staff and facilities necessary to conduct studies, analyses, reviews, conferences, symposia and workshops that are deemed important to the National Cancer Program. The respondent(s) must be able to recruit world-renowned cancer experts with experience in cancer prevention, research, clinical trials, treatment, care, and policy for these studies and must be known for its independence from government, academic, and industry influence. Purpose and Objectives The purpose of this contract is to provide core support for a cancer policy forum. The successful contractor must be able to convene a forum that will discuss issues of importance to the National Cancer Program and provide policy advice on these matters. Project requirements Specifically the Contractor shall furnish all the necessary services, personal, material, equipment, and facilities as needed to perform the work outlined below. 1. Provide logistical, administrative, and research support for, meetings, investigations and congressionally mandated studies/review on issues, as identified by the convened forum. 2. Provide pre-meeting preparation for the forum, which shall include preparing agendas for meetings, workshops, etc., performing research to identify appropriate participants/speakers for meetings and workshops, and recruitment of participants/speakers. 3. Provide the forum with meeting support including travel arrangement for participants/speakers and other administrative needs. 4. Provide post-meeting analysis and report preparation to include meeting minutes, written proceeding of workshops, and preparation of report topics chosen for study by forum members. 5. Conduct surveys of special interest to the forum and the NCI. 6. Ability to recruit world-renowned experts in the field of cancer research and prevention. 7. Conduct forum activities independent of outside influence from government, academia, and industry. Anticipated period for performance It is estimated the period of performance of this task order contract will be for 5 years, from October 8, 2013 - October 7, 2018. Other Important considerations A copy of the draft Statement of Work (SOW), which is subject to revisions, is attached to this notice or may be accessed on the NCI Office of Acquisitions Website at URL: http://rcb.nci.nih.gov/ once there, click on Current Requests for Proposals. NAICS Code and Size Standard: In the event an RFP is issued, North American Industry Classification System (NAICS) code 541690 with a size standard of $14,000,000 is being considered. These activities are currently being accomplished by the National Academy of Sciences under the auspices of the National Cancer Policy Forum. Respondents must be able to assemble their own policy and advisory group. Capability statement/Information sought Tailored Capability Statements shall demonstrate a clear understanding of all tasks specified in the draft Statement of Work. Information Submission Instructions Page Limitations Interested organizations should submit one copy of their capability statement, not to exceed 10 total single-spaced pages using an 11-point font size at a minimum, that clearly details the ability to perform and that addresses the specific requirements described above. All proprietary information should be marked as such. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. Delivery Point and Common Cut-Off Date and Time All capability statements sent in response to this Sources Sought notice must be submitted electronically (via email) to Howard O. Cyrus Jr., Contracting Officer at hc163b@nih.gov either in MS Word or Adobe Portable Document Format (PDF) no later than 4:00 EDT on June 19, 2013. The subject line must specify the Sources Sought notice number HHS-NIH-NCI-SBSS-TSB-0109. Facsimile responses will not be accepted. All responses must be received by the specified due date and time in order to be considered. ANY RESPONSES RECEIVED AFTER THAT DATE AND TIME WILL NOT BE CONSIDERED. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
