Description

NOTICE OF INTENT TO AWARD SOLE SOURCE: Department of Veterans Affairs (VA) Strategic Acquisition Center - Frederick (SAC-F) intends to award a sole source contract to CARR Workplaces, 1455 Pennsylvania Avenue, NW, Washington, DC 200004. The period of performance will be for one (1) six (6) month base period and one (1) six (6) month option period. VACI requires a short-term office services solution akin to a seat management solution due to insufficient space within the Veterans Affairs Central Office (VACO) to accommodate current staff. The solution shall include all equipment, furnishings, administrative and normal support functions (receptionist, mail delivery, etc.) necessary for a normal professional office environment on a per seat basis. The contractor shall provide all necessary support services infrastructure required to support the number of seats ordered by the Government such as janitorial, office maintenance, common area and office machine (e.g. copiers) maintenance. There shall be 7 seats issued that meet the following criteria: "1 seat: approximately 145 square feet (SES). Must be a private office; "3 seats: approximately 145 square feet (GS-15). Must be private offices; "1 seat: approximately 80 square feet (GS-14). Cubicle; "2 seats: approximately 64 square feet each (GS-13). Cubicle or shared space; "Each of the 7 seats must be provisioned with: oTelephone with external phone number and voice mail. oEthernet based Internet Access. "ping to vpn1.va.gov must be 10 megabits of bandwidth available at all times. "Conference room that seats at least 12; "Reception area. (shared); "24/7 Secure Access to the site; "Access control to the site; "Standard Commercial Cleaning Services of a Type A Building. Because VACI's current hoteling contract expires soon, VACI will not be able to transition from its current space into a new space prior to the expiration date of the contract. As such, VACI requires a short-term sole source bridge contract with the incumbent contractor in order to prevent a lapse of critical services. The bridge contract will allow VACI to remain in its current hoteling space while a long-term solution is arranged. The bridge contract will also help ensure that any long-term solution is achieved in accordance with all applicable policies and procedures. Because CARR is the only contractor that can provide access to the hoteling space currently occupied by VACI, CARR is the only responsible source for the bridge contract. A Justification for Other than Full and Open Market Competition (JOTFOC) has been approved. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. Responses are due by June 14, 2013, 12:00PM EDT. Responses shall be submitted via e-mail to corey.mann@va.gov.
