- The U.S. Army Contracting Command, RSA Contracting Center is seeking information from sources that feel they are capable of providing Performance Based Logistics (PBL) for the Apache (AH-64D/E) D-Unique, E-Unique and D/E Common components, referred to as Apache PBL components. The nature of this contractual action will be a new follow-on four year contract with one base year and three (3) options. Apache PBL components are those components that are either manufactured or procured by the Contractor, which are found only on the AH-64D/E Apache helicopter. Except for Government Furnished Equipment (GFE), the PBL program contractor will be required to provide all other equipment, material, labor, facilities, technical support and screening, performance tracking of hardware and software, to include technical publications and Integrated Electronic Technical Manuals (IETMs), and other logistical support resources and engineering services deemed necessary to support and sustain Apache PBL Components. The specific PBL support services required of the PBL contractor will include depot-level component repair for highly complex items, below depot level repair support, system component support, unique consumable items supply, test equipment support, and the necessary supply / retrograde transportation infrastructure up to and including delivery of serviceable components to U.S. Government (USG) specified Supply Support Activities (SSA), and a comprehensive obsolescence management program to identify, prioritize risks, and develop solutions. These PBL services will also include the performance of supply chain management for Apache PBL components; stockage, storage and maintenance of inventory; issuance of required Apache PBL components to AMCOM Life Cycle Management Command (LCMC) specified delivery points; receipt of retrograde unserviceable, reparable Apache PBL components to include packing and shipment of retrograded items; loading of software and configuration management of Apache PBL components and equipment including aircraft integration efforts. This effort is sole source to The Boeing Company, 5000 E. McDowell Road, Mesa, AZ who is the Original Equipment Manufacturer (OEM). Any interested parties may submit a response to the POC which shall be considered by the Agency. The period of performance for this effort is four program years. All responses must be received by 10 June 2013. Oral communications in response to this notice are not acceptable. Please include your business status (Large, Small, Small Disadvantaged, Woman-owned, etc.) and indicate any intellectual property rights issues pursuant to your product. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for this requirement.
