- A market survey is being conducted to determine if there are a reasonable number of interested small business concerns to set this future project aside for them. If your firm is a Small Business, certified HUBZONE, 8A, or Service Disabled Veteran Owned Business and you are interested in this project please respond appropriately. The proposed project is for the construction of an Non-Commissioned Officers Academy (NCOA) Dining Facility. The NCOA complex plan began in the late 1990s to provide one, all-encompassing instructional complex to train Non-Commissioned Officers. This project will provide the final phase of the NCOA complex, as phase I (Admin/Warrior Leadership Course) was completed in 2007, phase II (Classroom) was completed in 2012, and phase III (Billeting) is under construction and scheduled for completion in Feb 2014. Capacity of the dining facility will be 390 PN. There is no standard design for this dining facility as this facility is to support transient training students attending the NCOA, active duty Soldiers. The Dining Facility will compliment the classroom training, billets, and administrative functions by providing all of the doctrinal requirements of the academy within one contiguous footprint in facilities designed specifically for this type of instruction. The building will be of permanent construction with reinforced concrete foundations; concrete floor slabs; reinforced concrete or masonry walls; low-slope or sloped roof; Heating, Ventilation and Air Conditioning (HVAC); and plumbing, mechanical, security and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements and utility connections. Accessibility for the disabled will be provided. Anti-Terrorism/Force Protection (AT/FP) and physical security measures will be incorporated into the design including maximum standoff distances from roads, parking areas and vehicle unloading areas. Sustainability/Energy measures will be provided. Project must be LEED silver certified through USGBC. Facilities will be designed to a minimum life of 50 years. Energy efficiencies meeting, on average, American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE) 189.1-2009 standards through improved building envelope and integrated building systems performance. Air Conditioning (Estimated 45 Tons). Contract duration is estimated at 525 Days. The estimated cost range is between $5 million and $10 million. NAICS is 236220. All interested Small Businesses, certified HUBZONE, 8A, or Service Disabled Veteran Owned Business contractors should respond to this survey by email 18 June 213 by 12:00 Eastern Standard Time. Responses should include: (1) Identification and verification of the company's small business status. (2) The level of performance and payment bonding capacity that the company could attain for the proposed project. (3) Descriptions of Experience - Provide descriptions of your firms' past experience, on projects where you were the Prime, with greater than substantially complete or those projects completed within the last five years which are similar to this project in size, scope, and dollar value. Provide documentation demonstrating experience with Commercial/Professional Kitchen and Dining Facilities. Provide documentation demonstrating experience with U.S. Army Reserve Projects, Projects at Ft McCoy or other DOD projects. Provide documentation demonstrating successful experience with construction in northern climates or cold regions. Provide a statement of the portion of the work that will be self performed on this project, and how it will be accomplished. Please only include a narrative of the requested information; additional information will not be reviewed. Projects similar in scope to this project include: a.Projects similar in size to this project include: Minimum 9,500 SF. b.Projects similar in dollar value to this project include: Minimum $4,100,000. Based on definitions above, for each project submitted include: a.current percentage of construction complete and the date when it was or will be completed; b.scope of the project and how it is similar to this on; c.size of the project; d.dollar value of the project; e.the portion and percentage of work that was self performed; f.whether the project was design/build or not; g. Identify if project is a DOD component sponsored project and, if so, which (Army, Navy, etc.); Identify if project is built in a northern US Climate region. (4) A statement of the portion of the work that will be self performed on this project, and how it will be accomplished.
