- This acquisition is a prospective 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB) and/or Veteran Owned Small Business (VOSB). The NAICS Code is 561612 (Security Guards and Patrol Services) Size standard is $19.0 Million. Please note that this is not a request for quotes or proposals; the Government is seeking information for market research purposes only. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. A solicitation is currently not available. The Government may or may not issue solicitation documents. The National Cemetery Administration as requested by the National Memorial Cemetery of Arizona is planning a solicitation to offers under Solicitation No: VA786-13-R-0271 for unarmed security guard services. Contractor shall provide all necessary labor, equipment, materials, supplies and consumables to perform unarmed security guard services for the National Memorial Cemetery of Arizona BASIC REQUIREMENT: A minimum of 1 security officer will perform daily (365 days per year) 6 patrols per night between the hours of 8:00pm and 4:00am throughout the 140 acre cemetery including the well and pump station situated directly to the east of the cemetery. Security guard is only required to be at the cemetery when patrolling. The first patrol will be performed at 8:00pm. The last patrol will not be before 4:00am. The remaining 4 patrols will be staggered throughout the time period as evenly as possible. The security company will provide their own transportation and proof of insurance. PATROLS: Patrol shall drive the entire property and physically check that all doors, gates, and restrooms are secured. SECURITY REQUIREMETNS: The security officer that performs these duties must be certified at the minimum requirement of the State of Arizona for a licensed unarmed security officer. HOURS OF OPERATIONS: The cemetery closes at sundown and no visitors are permitted from sunset to sunrise with the exception of a cleaning crew. The security officer will confront any person(s) on the property during a patrol and secure personal identification if possible. He/she will note the vehicle's license plate number, make and model and personal identification information on the daily report and instruct the person(s) to depart from the cemetery grounds. NOTIFICATIONS/CONTACTS: At the security officer's determination he/she will notify the Phoenix Police department for any occurrences while on site that require police involvement. This would include acts of vandalism, acts that are lewd and lascivious, or drug usage. The security officer is not required to detain any person(s) but will remain on site until the police arrive. The outcome of any such occurrences will be noted on the daily report including the police officer's name who responded to the call. Non-emergency situations (unsecured door, etc.) that require the assistance of VA Cemetery Staff will be called from the roster provided. DELIVERABLES: The security officer will generate a daily report which documents the time that each patrol was completed and the description of events/observations on each patrol. The report will be inserted through the front door of the administration building at the completion of the last patrols for that night.
