- FA5000-13-D-00XX Draft POL Scope of Work THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A SOURCES SOUGHT NOTICE ONLY. This Sources Sought is for planning purposes only and is a market research tool to determine availability and capabilities of potential business sources for Maintenance and Repair of POL and Cathodic Systems Joint Base Elmendorf-Richardson, Alaska (JBER). We anticipate awarding an IDIQ Basic year contract with two option years on or about July, 2014. The Government is under no obligation to pay for information submitted in response to this Sources Sought. All the information submitted will be considered and treated as public information. The vendor should not include any pricing or proprietary information. This is not a Request for Proposal or Quote; therefore, responses to this notice shall not be accepted as offers and the Government is not required to issue a solicitation. Businesses responding to this Sources Sought Notice must provide a Statement of Capabilities. Statements should address the requirements stated in the DRAFT Scope of Work attached to this announcement and identify the skills, experience, knowledge, and capabilities to complete maintenance, repair, and inspection services for fuel storage, fuel distribution, and cathodic protection systems or to install new fuel systems and cathodic protection systems on Joint Base Elmendorf-Richardson AK (JBER), King Salmon Air Station and Erickson Air Station, Alaska. This includes all pipes, fittings, valves, pump houses, truckfillstands, test stations, rectifiers, and deep anode ground beds. The work items include, but not limited to replacing or repairing: pipe, pipe coatings, fittings, valves, fuel hydrants, rectifiers, anodes, shunt box, test stations, tank cleaning, tank lining concrete curbs & gutters, concrete sidewalks, pavement markings, base course & subbase work, asphalt, and other items related to the POL/CP systems. Scope of work also includes work for design, annual testing, inspection, and electrical and communications support (i.e. road crossing, excavation, conduit placement, paving, etc.). The magnitude of this contract is $1,000,000.00 to $5,000,000.00. NAICS Code considered for this requirement 237120, Oil and Gas Pipeline and Related Structures Construction. FSC Code is Z2PZ, Repair or Alteration of Other non-building facilities. Statement of Capabilities shall address the following: 1.
