- Description
- The Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), plans to issue a solicitation for helicopter services to support the U.S. Navy's (NAVSEA) Program Executive Office for Integrated Weapon Systems Test and Evaluation (T&E) (PEO IWS 1TE). The Navy requires two contractor-operated-and-maintained medium lift helicopters to support Navy ship T&E trials. Helicopter services will primarily be performed off the East and West coasts of the United States using Navy testing ranges in the vicinity of Norfolk, VA and San Diego/Ventura, CA; however, ship trials can require shipping the contract helicopters in transport aircraft to the Hawaiian Islands and U.S. territories such as Guam. The primary mission for the contractor will be transporting passengers and cargo to and from Navy vessels at sea; therefore, pilots and aircraft will have to comply with pertinent Navy instructions for aircraft operations. AQD will issue a commercial item solicitation for aircraft services in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and evaluate offers using the best value procedures prescribed under FAR Part 15, Contracting by Negotiation. AQD plans to award either a single Indefinite Delivery, Indefinite Quantity (IDIQ) contract for the entire scope of work but reserves the right to award two separate IDIQ contracts, with one contract being primarily for the East coast and the other contract primarily for the West coast. However, the Government may order aircraft to perform services anywhere they are needed. The base contract period will be for one year with four one-year option periods. This action will be a full-and-open competition and not set-aside under any small business program. Any resulting contract will be subject to the Service Contract Act of 1965. The NAICS Code is 481211, Offshore Marine Nonscheduled Charter Passenger Air Transportation, and the small business size standard is $28.0M. AQD plans to issue the solicitation around May 20, 2013.
