- AMENDMENT 0001 (FORMERLY POSTED UNDER PRE-SOLICITATION NOTICE FA8224-13-R-0070 CORRECT SOLICITATION NUMBER IS FA8224-13-R-0073) This requirement is set-aside 100% for Small Business concerns. The Air Force intends to procure Two (2) C-130 Rainbow Fitting Tooling Top Kit (2 Each with the Option to purchase 1 Each additional Top Kit) in accordance with Purchase Specifications and Drawings. C-130 RAINBOW FITTING TOOLING TOP KIT P/N: 200920885-30 PROVIDE ALL ITEMS NEEDED AS LISTED IN THE BOM TO PROVIDE A COMPLETE 200920885-30 KIT. The Top Kits must meet the Air Forces Purchase Specifications & Drawings. The Purchase Specifications & Drawings advertized with this synopsis notice are 100% complete however the documents can change. It's the offerors responsibility to ensure they have followed the most current documents. ******************************************************** DRAWINGS WILL NOT BE RELEASED WITHOUT AN ACTIVE/APPROVED DD FORM 2345. ******************************************************** *****Drawings are available upon request. Requests for drawings must be sent to francene.bielik@hill.af.mil with a cc copy to casey.pastrana@hill.af.mil and must include the requestors name and direct contact, email, and postal address, cage code and DUNS number. Requestor must also submit an active/approved DD Form 2345 - Military Critical Technology Data Agreement Certificate issued by the U.S./Canada Joint Certification Office. Failure to provide these items will exclude a requestor from access to drawings. A summary of the U.S. - Canada Joint Certification Program (JCP) and an online DD Form 2345 with instructions for submittal to the U.S. / Canada Joint Certification Office for approval are available at: http://www.dlis.dla.mil/jcp FOB destination, Hill AFB, UT 84056. Offeror shall submit the proposal according to the solicitation. Offeror shall comply with all aspects of the purchase specification and drawings. This will be a Firm Fixed Price award. The Due Date will be Jul 1, 2013 10:00 AM MST (Daylight). The Offeror shall ensure the contracting point of contacts acknowledge receipt of their electronic proposal for verification of delivery and acceptance in either email inbox. The entire solicitation will be made available only on FedBizOpps (FBO) website at: https://www.fbo.gov. All current/future information about this acquisition, i.e. solicitation, amendments, purchase specification, and Q &A's will be distributed through FBO. Interested parties are responsible for monitoring FBO to ensure they have the most up-to-date information about this solicitation. As prescribed in FAR Subparts 4.11 and 4.12, all prospective offerors must obtain a DUNS number, have an "active" Central Contractor Register (CCR), and maintain an Online Representations and Certifications Application (ORCA) in order to transact business with the Government. Failure to comply with the above mentioned regulations will result in an award to the next otherwise successful registered Offeror. Organizational Conflict of Interest (OCI) as defined and discussed in FAR 9.5, Organizational and Consultant Conflicts of Interest, is a concern in all acquisitions across the Department of Defense. Early involvement with our industry partners is a key element of the OCI process, and it is critical for the Government to be able to identify any potential OCI issues as early as possible for an acquisition. This would allow ample time to address and evaluate any potential OCI issues, if required, prior to contract award with minimal impact to critical acquisition schedules. b. Interested vendors are requested to evaluate their potential OCI issues with regard to this requirement and identify those issues to the Contracting Officer (CO) in accordance with FAR 9.5.
