Description
The US Geological Survey (USGS), Alaska Science Center (ASC), requires the services of a Robinson R44/R44II class helicopter to transport personnel and equipment between Red Dog Mine, AK and various habitat survey locations along the Utokok and Kokolik drainages. The objective of these trips is to measure the characteristics of caribou forages throughout the growing season. Approximately six (6) missions are expected, each one to last for approximately five (5) days, with the first and last day including ferry time to/from Red Dog Mine and the aircrafts operating base. Estimated dates are June 8-12, June 22-26, July 20-24, August 10-14, August 24-28, and possibly September 28 October 2 if funds are available. Each mission includes an estimated 22 hours of flight time, five (5) days pilot per diem at camp rate, and reimbursement of fuel use at actual cost. The aircraft and pilot must be carded by the Department of Interiors Office of Aviation Services (OAS). OAS maintains a suite of Aircraft Rental Agreements (ARAs) to provide for such services on an as-needed basis. The ARAs are blanket purchase agreements (BPA) issued pursuant to Federal Acquisition Regulation (FAR) Part 13, wherein individual requirements are competed amongst the ARA holders and a vendor is selected who is determined to represent the best value for the instant requirement as defined by the client. The requirement to obtain maximum practical competition is satisfied by comparing all available aircraft of the required type at the source list maintained by OAS; http://oas.doi.gov/source/AirQBE.asp. Public notice of this process is not required if the intended call will not exceed $25,000.00 in value. Each of the USGS six (6) planned missions has an estimated cost of $20,000.00; thus the total estimated cost of the intended call if all six missions are purchased and flown is $120,000.00. The USGS is therefore publishing this special notice to inform of our intention to place a call with Hermens Helicopters against ARA D12PA00138 to fulfill this requirement, which has been determined to represent the best value to the USGS. The USGS is willing to consider additional quotations from other prospective contractors to the extent that both proposed aircraft and proposed pilot are or can be carded prior to necessary flight operations, or to review capability statements (which will be forwarded to OAS) requesting the establishment of additional ARAs for future requirements.
