- SOW RFQ This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulations (FAR), Part 12, utilizing FAR 13, Simplified Acquisition Procedures. This announcement constitutes the synopsis; proposals are being requested electronically to Mr. Ryan Singletary ryan.singletary@nih.gov. This solicitation is being issued as Request for Quotations (RFQ) under NIH-LM-2013729-RS. The North American Industry Classification System (NAICS) code is 541511. It is the intent of the National Library of Medicine (NLM), to procure a contractor to support the NLM web and responsive interactive design commincation. Title: WEB AND RESPONSIVE INTERACTIVE DESIGN FOR ONLINE COMMUNICATION SUPPORT The Office of Computer and Communications Systems (OCCS) provides efficient, cost-effective computing and networking services, application development, technical advice, and collaboration in informational sciences to support NLM's research and management programs. OCCS develops and provides the NLM backbone computer networking facilities, and assists other NLM components in local area networking. The Division provides professional programming services and computational and data processing to meet NLM program needs; operates and maintains the NLM Computer Center; develops software; and provides extensive customer support, training courses, and documentation for computer and network users. OCCS helps to coordinate, integrate, and standardize the vast array of computer services available throughout all of the organizations comprising NLM. The Division also serves as a technological resource for other parts of the NLM and for other Federal organizations with biomedical, statistical, and administrative computing needs. This Statement of Work (SOW) describes requirements for software development, Web design and implementation. Contractor support is required for the continued growth and evolution of the OCCS activities in above areas. Independently, and not as an agent for the government, the contractor shall provide services to the National Library of Medicine from qualified and experienced personnel to support the, development, programming and maintenance of OCCS projects and initiatives. The contractors shall have demonstrated experiences in responsive WEB design and accessibility. 1. BACKGROUND See attached Statement of Work. 2. METHOD OF ACQUISITION The Government intends to acquire the necessary services by awarding a purchase order. 3. NUMBER OF AWARDS It is anticipated that one (1) time and materials award will be made from this solicitation. 4. DATE OF AWARD It is anticipated that the award will be made on or about July 1, 2013. Award will be subject to availability of funds. 5. PERIOD OF PERFORMANCE It is anticipated that the award from this solicitation will be for a Base Period of 12 months from July 1, 2013 -June 30, 2014, with one successive 12-month Option Period.
