CANCELLATION NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is 2013-58455 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-66. The associated North American Industrial Classification System (NAICS) code for this procurement is 423450 with a small business size standard of 100.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2013-06-05 12:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be in the Special Shipping Instructions. The Centers for Disease Control & Prevention requires the following items, Exact Match Only, to the following: LI 001: LS4Si00 LabSpec 4 Standard-Res; integrat MUST be an ASD, Inc. authorized reseller and provide documentation. NO deviations of any item., 1, EA; LI 002: A142201 Controller Notebook Computer, 1, EA; LI 003: A500148 Grams iQ Standalone Software, 1, EA; LI 004: 128001Spectralon 2.62 inch Diameter, Unc, 2, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Centers for Disease Control & Prevention intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Centers for Disease Control & Prevention is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. All items must be covered by the manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov. To be considered for award, all Sellers must be manufacturer/ Federally authorized distributors of the equipment/services they are offering with a demonstrated capability of delivering the entire order within the time frames specified by the Buyer on the award. Sellers may be required to provide documentation as proof of authorization to be considered for award. This is a notice of intent to sole source. The Centers for Disease Control and Prevention (CDC); 2920 Brandywine Road, Atlanta, GA 30341; in accordance with FAR Part 13.106(b) and 41 USC 253 (c) (1) intents to solicit a single source for the Procurement of a LS4Si00 LabSpec 4 Standard-Res; integrat, A142201 Controller Notebook Computer, A500148 Grams iQ Standalone Software, 128001Spectralon 2.62 inch Diameter, UNC. The CDC intent is to sole source the following requirement to the ASD, Inc. The North American Industry Classification System code is 334516. The purpose of this procurement is to procure the instrument specified to insure compatibility with ongoing studies at multiple laboratories (USDA labs in Kansas, research labs in Tanzania and Kenya), continuity of data collected over 5 years in multiple countries, and insures standardization from technicians trained on the use of this current instrument. This instrument meets the requirements and has the capabilities to determine the age and species of malaria vector mosquitoes. Changing vendors and products at this point would open the possibility to incomparable results across the laboratories resulting to the work completed in the past and present being questionable in accuracy. This procurement demonstrates a unique and innovative concept to provide the particular items and the CDC believes that this is the only company that can provide this procurement. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet the requirements may give written notification to the Contract Specialist on or before 12:00 pm EST on June 5, 2013. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. All questions must be in writing and must be emailed to Summer Green at efi6@cdc.gov. Please include reference number 2013-58455 on all correspondence. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement is solely within the discretion of the Government. If no responses are received, the CDC will proceed to sole source this requirement to the ASD, Inc.
