- IMPROVED TURBINE ENGINE PROGRAM (ITEP), REQUEST FOR INFORMATION (RFI) THIS ANNOUNCEMENT IS FOR INFORMATION AND PLANNING PURPOSES ONLY. IT IS NOT TO BE CONSIDERED AS AN INVITATION FOR BID (IFB) OR A REQUEST FOR PROPOSAL (RFP) AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNEMENT. THE U.S. ARMY COMMON ENGINE PRODUCT OFFICE (CE PO) SEEKS INFORMATION ON THE DESIGN, DEVELOPMENT, QUALIFICATION, AND DEVELOPMENT OF REQUIRED LOGISTIC AND TRAINING MATERIAL OF AN IMPROVED TURBINE ENGINE (ITE) IN ACCORDANCE WITH (IAW) THE DRAFT SYSTEM REQUIREMENTS DOCUMENT (SRD), DRAFT SPECIFICATION DESCRIPTION DOCUMENT (SDD), DRAFT PERFORMANCE WORK STATEMENT (PWS), AND DRAFT DOCUMENT SUMMARY LIST (DSL) (ALL DRAFT DOCUMENTS ARE AVAILABLE UPON REQUEST). THE ITE IS A 3000 HORSEPOWER ENGINE THAT PROVIDES AN ADVANCED TURBOSHAFT PROPULSION CAPABILITY PRIMARILY FOR APPLICATION TO THE ARMYS BLACK HAWK AND APACHE HELICOPTERS. THE ITE IS BASED UPON THE OPERATIONAL ENERGY FOR SUSTAINED GROUND OPERATIONS INITIAL CAPABILITIES DOCUMENT (OE ICD) AND EMPHASIZES SIGNIFICANT INCREASES IN PERFORMANCE CAPABILITY (WORLDWIDE PERFORMANCE IN HIGH/HOT CONDITIONS AT 6K/95) AND REDUCED COST OF OWNERSHIP (FUEL AND MAINTENANCE SAVINGS) THAT SUPPORT THE DODS CAPABILITY NEEDS FOR MULTI-MISSIO! N MOBILITY, PERSISTENT ENGAGEMENT, PROTECTION, AND PERSISTENT COMMAND AND CONTROL, INTELLIGENCE, SURVEILLANCE AND RECONNAISSANCE (C2ISR) PLATFORMS. ITE IS FOCUSED ON THE DEVELOPMENT AND QUALIFICATION OF A NEW CENTERLINE, TURBO SHAFT ENGINE TO SUPPORT MODERNIZATION REQUIREMENTS NECESSARY TO ENSURE THE APACHE AND BLACK HAWK REMAIN OPERATIONALLY EFFECTIVE WELL INTO THE 21ST CENTURY. PREVIOUS REQUESTS FOR INFORMATION FOR THIS SUBJECT WERE ISSUED ON 22 JULY 2009, W58RGZ-09-R-0589. UPDATED REQUESTS FOR INFORMATION WERE ISSUED ON 14 DECEMBER 2010 (W58RGZ-11-R-0164) AND AMENDED 27 DECEMBER 2010 (W5RGZ-11-R-0173), 26 JANUARY 2012 (W58RGZ-12-R-0243), 07 FEBRUARY 2012 (W58RGZ-12-R-0260), AND 17 FEBRUARY 2012 (W58RGZ-12-R-0267). THIS RFI REQUESTS INFORMATION RELATED TO COST AND INTEGRATION, AND REQUESTS FEEDBACK ON THE GOVERNMENT FURNISHED DATA. 1.2 CONCEPT. FOLLOWING A MILESTONE A DECISION, THE GOVERNMENT INTENDS TO AWARD A TECHNOLOGY DEVELOPMENT (TD) EFFORT THAT RESULTS IN TECHNOLOGY READINESS LEVEL (TRL) 6 FOR EACH CRITICAL TECHNOLOGY, A SUCCESSFUL PRELIMINARY DESIGN REVIEW (PDR), AND CONFORMS TO THE REQUIREMENTS OUTLINED IN THE DRAFT SRD AND DRAFT SDD (ALL DRAFT DOCUMENTS ARE AVAILABLE UPON REQUEST). SECTION 2 ADMINISTRATIVE 2.1 PURPOSE. TO EXPLAIN THE FORMAT AND TYPE OF INFORMATION THE GOVERNMENT WISHES TO RECEIVE IN RESPONSE TO THIS RFI, AND TO DEFINE THE DATA THE GOVERNMENT WILL PROVIDE. RESPONSES SHALL BE STRUCTURED AGAINST EACH OF THE MAJOR AREAS OF INTEREST, AS DESCRIBED IN THIS RFI AND SHALL BE IN ENGLISH USING U.S. MILITARY/NATO TERMS WHENEVER POSSIBLE. 2.2 GOVERNMENT FURNISHED DATA. ALL GOVERNMENT FURNISHED DATA WILL BE PROVIDED ELECTRONICALLY ON CD-ROM. UPON RELEASE OF THIS RFI, CD-ROMS WILL BE AVAILABLE IN PERSON OR BY MAIL FROM THE CONTRACTING OFFICER AT THE AMCOM CONTRACTING COMMAND, REDSTONE ARSENAL (ACC-RSA). THE CD-ROM WILL CONTAIN UNCLASSIFIED DATA AND DATA WHOSE EXPORT IS RESTRICTED BY THE ARMS EXPORT CONTROL ACT (TITLE 22, U.S.C SEC 2751 ET SEQ) OR THE EXPORT ADMINISTRATION ACT (TITLE 50, U.S.C. APP 2401-2402). ANY U.S. CITIZEN REPRESENTING ANY U.S. ENTITY THAT HAS RELEVANT AEROSPACE BUSINESS MAY REVIEW/RECEIVE THE INFORMATION BY SUBMITTING A VISIT REQUEST PROVIDING THE NECESSARY INFORMATION TO VERIFY THE COMPANY/INDIVIDUAL SECURITY CLEARANCE TO MS. RESPONDENTS SHOULD PROVIDE COPIES OF EXECUTED NON-DISCLOSURE AGREEMENTS WITH THEIR RESPONSES: SECTION 3 TECHNICAL DATA 3.1 PROGRAM OBJECTIVE. THE GOAL OF THE PROGRAM IS TO DEVELOP AND QUALIFY AN ENGINE THAT MEETS THE PERFORMANCE OBJECTIVES IN A COST EFFECTIVE AND TIMELY MANNER. 3.2 PURPOSE. THE GOVERNMENT DESIRES TO OBTAIN INFORMATION TO ASSIST IN DEVELOPING A TECHNOLOGY SOLUTION AND CORRESPONDING ACQUISITION STRATEGY FOR THE IMPROVED TURBINE ENGINE. SPECIFICALLY, THE GOVERNMENT DESIRES INDUSTRY COMMENTS TO THE DRAFT SRD, DRAFT PWS, DRAFT SDD, DRAFT CDRLS, DRAFT DSL, AND NOTIONAL PROGRAM SCHEDULE, WHICH HAS INCORPORATED PREVIOUSLY SUBMITTED INDUSTRY COMMENTS AS WELL AS OTHER RECENT ADDITIONS. COST INFORMATION RELATED TO THE DEVELOPMENT AND QUALIFICATION OF THE ENGINE BROKEN DOWN BY GOVERNMENT FISCAL YEAR IS REQUESTED. 3.3 CONCEPT DESCRIPTION. 3.3.1 THE CONTRACTOR SHOULD PROVIDE COMMENTS TO THE DRAFT SRD, DRAFT PWS, DRAFT DSL, DRAFT SDD, AND DRAFT CDRLS AND PROVIDE RATIONALE ON ANY PROPOSED REQUIREMENT CHANGES. THE INFORMATION PROVIDED IN RESPONSE TO THIS RFI SHOULD CONTAIN TECHNICAL INFORMATION SUFFICIENT TO PROVIDE A CLEAR UNDERSTANDING OF THE CONTRACTOR'S CONCEPTS AND PERFORMANCE. INFORMATION SHALL, IN SUFFICIENT DETAIL TO CONVEY AN UNDERSTANDING OF THE PROPOSED CONCEPT, INCLUDE THE FOLLOWING: PROPOSED CONCEPT, SCHEDULE, DEVELOPMENT COSTS, RECURRING COSTS, TEAMING REQUIREMENTS, PRODUCTION CAPABILITIES, AIRCRAFT MODIFICATION/IMPACTS, GOVERNMENT FURNISHED INFORMATION (GFI) / GOVERNMENT FURNISHED EQUIPMENT (GFE) REQUIREMENTS, AND TECHNOLOGY MATURITY USING TECHNOLOGY READINESS ASSESSMENT LEVELS USED BY DOD. IN ADDITION TO PROVIDING TECHNICAL DATA ON CONCEPTS, THE CONTRACTOR SHOULD DISCUSS PROJECTED COMPLIANCE TO THE DRAFT SRD AND THEIR ABILITY TO MEET FULL QUALIFICATION, LOGISTICS, AND OPERATIONS REQUIREMENT! S. 3.3.2. COST DATA COMMENSURATE WITH THE PROPOSED CONCEPT SHOULD BE PROVIDED IN THEN YEAR DOLLARS CONSTANT DOLLARS BROKEN DOWN BY GOVERNMENT FISCAL YEAR. USE 1 DECEMBER 2014 AS NOTIONAL CONTRACT AWARD AS A TIME BASIS FOR COST REPORTING. 3.3.3 THE INTEGRATION OF THE ITE INTO THE H-60 BLACK HAWK AND AH-64 APACHE IS INTENDED TO BE ACCOMPLISHED THROUGH SEPARATE CONTRACTS BETWEEN THE USG AND THE AIRFRAME OEMS, SIKORSKY, AND BOEING RESPECTIVELY. WHILE THE AIRCRAFT OEMS WILL HAVE THE LEAD ROLE FOR THE ENGINE INTEGRATION, SUPPORT IS REQUIRED FROM THE ENGINE MANUFACTURER, SUCH AS SOFTWARE SUPPORT AND ANY NECESSARY ENGINE MAINTENANCE. THE CONTRACTOR SHOULD FULLY DESCRIBE THE PROPOSED ROLE AND DUTIES OF THE ENGINE MANUFACTURER IN THE ENGINE INTEGRATION PROCESS. THE REQUIRED ENGINE INTEGRATION SUPPORT IS INTENDED TO BE TASKS WITHIN THE PROPOSED ITE CONTRACT. 3.3.4. PROVIDE FEEDBACK CONCERNING THE CLARITY AND CORRELATION OF THE DOCUMENTS MADE AVAILABLE AND SUGGEST HOW THESE DOCUMENTS CAN BE IMPROVED TO ELICIT THE BEST AND MOST COST EFFECTIVE RESPONSES FROM INDUSTRY IF A RFP WERE TO BE RELEASED. 3.4 QUESTIONS AND DEADLINES. TO RECEIVE FULL CONSIDERATION, RESPONSES TO 3.3.1, 3.3.2, AND 3.3.3 MUST BE RECEIVED NO LATER THAN 30 DAYS AFTER RELEASE OF THIS RFI AND THE RESPONSE TO 3.3.4 MUST BE RECEIVED WITHIN 60 DAYS.
