- Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is being issued as Request for Quotations (RFQ) NIHLM2013713-KB. The resultant order will be a firm-fixed price purchase order. In accordance with FAR Parts 12 and 13, the National Institutes of Health (NIH) National Library of Medicine (NLM) intends to procure collection description management services for the images and archives collections of the National Library of Medicine. This acquisition is a 100% total small business set aside. The North American Industry Classification System (NAICS) Code is 519120-Libraries and Archives. Background: The Images and Archives Programs of the History of Medicine Division of the National Library of Medicine acquire, arrange, describe, preserve, and make available for researchers, scholars and other interested persons, primary source materials in the history of medicine, public health, and allied disciplines. These primary source materials include archives and manuscripts, prints, photographs, posters, fine arts and graphical materials, films, videos, sound recordings, and electronic media. A major part of the mission of the Images and Archives Programs and the History of Medicine Division is to make our holdings available and accessible to persons of varied backgrounds, in order that they may best understand the role of medicine in society and in their lives. A major recent venture is to make information about our unprocessed materials better available to the public. Purpose: The purpose of this procurement is to obtain collection description and management services for the images and archives collections of the National Library of Medicine, that is, the collections in archives and manuscripts; prints, photographs, and other graphical materials; historical films and videos; and similar materials in electronic media. Period of Performance: The resultant purchase order will be for a period of twelve (12) months from Date of Award plus two twelve (12) month Option Years. Place of Performance: On-site at National Library of Medicine SECTION 508 COMPLIANCE In accordance with FAR 39.2, Section 508 of the Rehabilitation Act is implemented in this order. Pursuant to Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d), as amended by the Workforce Investment Act of 1998, all electronic and information technology (EIT) products and services developed, acquired, maintained, and/or used under this contract/order must comply with the "Electronic and Information Technology Accessibility Provisions" set forth by the Architectural and Transportation Barriers Compliance Board (also referred to as the "Access Board") in 36 CFR part 1194. TECHNICAL EVALUATION FACTORS Technical factors are of paramount consideration in the award of the purchase order; however, price is also important to the overall award decision. All evaluation factors other than price, when combined, are significantly more important than price. The Government can make tradeoffs among price and technical factors in determining which Quoter offers the best value by awarding to other than the lowest price Quoter or other than the highest technically rated Quoter. Quoters are advised that award will be made to that Quoter whose quote provides the best overall value to the Government. TECHNICAL EVALUATION CRITERIA In determining which quote represents the best value and results in the lowest overall price alternative (considering price, special features, administrative costs, etc.) to meet the Government's needs, the Government shall evaluate quotes using the following technical evaluation criteria, which are listed in the order of relative importance with weights assigned for evaluation processes: Technical Evaluation Criteria a. Past Performance (55 points) Offerors are required to demonstrate their record for performing similar collection description and management services. Offerors must indicate ability to perform these services for archives and manuscripts, prints, photographs, graphical materials, historical films and videos, and electronic media. Offerors must have demonstrated ability in analyzing unprocessed collection materials, upgrading existing data, organizing data, and transcription and captioning. The quotation should include performance history as defined by meeting project objectives within delivery. If the offeror has current or pertinent federal acquisitions, the quotation should include information on those acquisitions defined as a listing of each related acquisition completed within the last three years. The listing should include: (1) the acquisition number; (2) acquiring agency; (3) acquisition dollar value; (4) dates acquisition began and ended (or ends); (5) description of the work performed; (6) explanation of relevance of work to this RFQ; and (7) final deliverables). b. Technical Approach (25 points) The Offeror shall provide a written quotation that must address the proposed technical approach for how the tasks outlined in the Statement of Work will be performed. Additionally, the methods that will be employed to ensure exceptional quality and accuracy of work should be discussed as well as a description of any potential problems and proposed strategies for solving/preventing them. c. Experience (20 points) The quotation must demonstrate evidence of qualifications, and any related experience (to include number of years and a list of three references with points of contact) that are directly relevant to the work outlined in the Statement of Work. The offeror shall include descriptions of the experience and qualifications of the proposed personnel (must include CVs or resumes).
