- The Army Contracting Command, Aberdeen Proving Ground (ACC-APG) intends to issue a Request for Proposals (RFP) for technical, engineering and analytical, information technology support services by providing program and system experts to support the migration of hosting service and maintenance of existing Army Enterprise Equipping System (AE2S) systems. A Cost-Plus Fixed-Fee Single Award Contract is anticipated for a four (4) Year Contract (one (1) 12-Month Base Period and three (3) 12-Month Option Periods) not to exceed 48 months. Award will be determined using the Tradeoff Source Selection Process per FAR 15.101-1. Requirement/Customer Introduction The NAICS is 541511 Custom Computer Programming Services with Size Standard of $25.5M. REQUEST FOR INFORMATION: THIS IS NOT A SOLICITATION - NO AWARD WILL BE MADE AS A RESULT OF THIS REQUEST. This request for information (RFI) is for information purposes only. All interested parties are encouraged to respond to this RFI. The Government will not pay for information and materials received in response to this posting and is no way obligated by the information received. This is NOT A REQUEST FOR PROPOSAL. Companies who desire to participate in this market survey are encouraged to submit a white paper which supports the company's claim that it presently has the qualifications and capabilities to satisfy one or more of the performance objectives described in the attached draft Performance Work Statement (PWS). The following questions should be answered within the white paper response. Responses should be limited to a maximum of ten pages. Note, your organization does not currently need to be registered under the NAICS to provide capabilities information in response to this RFI. 2) Please estimate the maximum percentage of the overall requirement which your organization could perform with in-house resources. Consider the language at FAR Clause 52.219-14(c) -- Limitations on Subcontracting. 3) Upon any eventual release of a Request for Proposals, is your organization's intent to issue a proposal as Prime Contractor for this effort, or as a Subcontractor? If performing as a Subcontractor which part of the PWS would be subcontracted? 4) What specialized experience does the contractor possess in order to provide uninterrupted continuous service of the Army Equipping Enterprise System (AE2S) comprised of the following modules: Army Flow Model (AFM), Force Development Knowledge Center (FDKC) and Force Development Investment Information System (FDIIS)? (PWS 1.6.16.5.1 and Phase I - Legacy Systems 5.2 thru 5.3) 5) What experience does the contractor have with the Department of Defense's Planning, Programming, Budgeting, and Execution (PPBE) system? (PWS 1.6.16.5.2) 6) What specialized experience does the contractor possess in order to redesign and implement the Next Generation AE2S? (PWS Phase II - Redesign and Implementation Plan for the Next Generation AE2S 5.4) 7) What specialized experience does the contractor possess to build the next generation AE2S system and discontinue the Legacy AE2S system? (PWS Phase III - Next Generation AE2S System build and Legacy AE2S System discontinuation 5.5) 8) Can the contractor provide the necessary subject matter expertise to perform all tasks successfully? (PWS Special Qualifications 1.6.15 and Specific Tasks 5.1) Areas or tasks where a contractor does not have prior experience should be annotated as such.
