Notice Type: Combined Synopsis/Solicitation Solicitation Number: AG-9J61-S-13-0002 This is a combined synopsis/solicitation for the purchase of one (1) new or factory rebuilt Continental Motors, Inc. aircraft engine or overhaul the existing engine prepared in accordance with the format in the Federal Acquisition Regulation (FAR) 12.6, and may be supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation is issued as a Request for Quotes (RFQ). NOTE: Response to this (RFQ) is June 17, 2013, at 4:00 p.m. PDT. The Forest Service proposes to procure either one overhauled engine to factory new specifications using the existing engine, a factory-rebuilt engine, or a factory-new engine for Cessna A185F, N4704A, (IO-520-D-24B). The Forest Service will return/exchange the existing core engine if required. Documentation for all three options, including performance enhancements, warrantees, and installation estimates at the vendor's location, if available must be included in the bid. The successful bidder will keep the Forest Service apprised of expected delivery time or any delays. This solicitation is set-aside for Total Small Business (*No hard copies will be provided). All information for this combined synopsis is posted on www.fbo.gov.) The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Regulations. The North American Industry Classification System (NAICS) code is 336412, defined as Aircraft Engine and Engine Parts Manufacturing. This procurement is a small business set-aside. INSTRUCTIONS FOR SUBMISSION OF OFFERS: Price Proposal Instructions The offeror shall propose a firm fixed price for (1) Continental (IO-520-D-24B) new engine, a factory rebuilt engine and the overhaul of the existing engine and an estimated price for installation at vendor's facility if available. The offeror shall provide information and pricing on available engine performance modifications to include such items as injectors, flow balancing, electronic ignition systems, magneto, etc. The offeror shall include warranty information based on the vendor doing the complete installation. Technical Proposal Instructions The offeror's proposal shall include the offeror's approach to meeting all requirements noted under the contract Requirements. No deviations are acceptable to the contract requirements. All required certifications to support the offer shall be included. Proposals that do not adhere to all requirements / specifications in this solicitation may be rejected without further evaluation, deliberation, or discussion. The Government may reject any proposal that is not compliant with the solicitation requirements / specifications or reflects a failure to comprehend the scope of the resource categories to be provided. Basis for Award Contract award(s) will be based on the best value to the Government in terms of the price proposed and the technical requirements as stipulated in the Contract Requirements. Pricing will be evaluated based on price reasonableness and price realism, as deemed necessary by the Government. The Government may, at its discretion, obtain contractors past performance information from available sources, such as from the Past Performance Information Retrieval System or any other past performance information available to the Government. The Government reserves the right of not making a contract award to offerors with negative past performance information. No. 112-74), Division E, as amended and/or subsequently enacted, regarding corporate felony convictions and corporate federal tax delinquencies. To comply with these provisions, all offerors must complete paragraph (1) of this representation, and all corporate offerors also must complete paragraphs (2) and (3) of this representation. Accordingly, by accepting this award the contractor acknowledges that it - (1) does not have a tax delinquency, meaning that it is not subject to any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, and criminal violation under any Federal law within 24 months preceding the award, unless a suspending and debarring official of the United States Department of Agriculture has considered suspension or debarment of the awardee, or such officer or agent, based on these convictions and/or tax delinquencies and determined that suspension or debarment is not necessary to protect the interests of the Government. (b) If the awardee fails to comply with these provisions, the Forest Service may terminate this contract for default and may recover any funds the awardee has received in violation of sections 433 or 434, amended and/or subsequently enacted.
