Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Requisition Number W81EWF31203246 applies and is issued as a Request for Quotation. This requirement is 100% set-aside for Small Businesses. The North American Industry Classification System (NAICS) code is 532412. Size Standards is $30,000,000.00. FOB Destination: Tyndall AFB, FL. The US Army Corps of Engineers (USACE), Engineer Research & Development Center (ERDC), Geotechnical and Structures Laboratory (GSL), Airfields and Pavements Branch (AFB) has a need for the following: *** See attached Bid Schedule for Line Items. *** Purpose: The Air Force Civil Engineer Center (AFCEC) has tasked the US Army Engineer Research and Development Center (ERDC) to develop expedient construction methods for the installation of ultra high molecular weight (UHMW) panels for aircraft arresting systems (AAS) in AC and PCC surfaced runway pavements to increase aircraft safety. Current criteria are designed for main operating bases and are very stringent when applied to expeditionary locations with heavy aircraft operational demands. The goal of this project is to determine the most efficient methods for installing UHMW panels for each pavement surface type that meet AFCEC's mission requirements while utilizing material and equipment currently in inventories. Scope: A series of time trials will be conducted using different installation techniques to evaluate best options when installing UHMW sacrificial panels beneath AAS cables on airfield runways. Time trial data collected will be taken from all required work tasks to generate an efficient installation plan that best achieves AFCEC's mission requirements. Heavy equipment rental, using similar or equivalent pieces currently in USAF inventories, is required to conduct testing. Equipment Specification: The following equipment will be required to complete testing. All items will be required for a base period of one (1) month from 5 July 2013 through 2 August 2013. All equipment will need the option to extend on a weekly basis, depending on the Government's needs. 1.Concrete floor saw - 1 unit 65 hp diesel engine minimum, self propelled, with blade guard, capable of cutting concrete 17 in. thick The concrete floor saw should be a Husqvarna FS6600D or equivalent 2.Air compressor Trailer mounted, diesel engine, minimum 185 ft3/min output capacity, allows for 90 psi operating pressure for air tool equipment 3.Telehandler - 1 unit 9000 lb lifting capacity, extendable boom of at least 30 ft The telehandler should be a Caterpillar TL943 or equivalent 4.Industrial warehouse forklift - 1 unit Diesel engine, 5000 lb lifting capacity, pneumatic tires for outdoor use 5.Backhoe loader - 1 unit 100 hp diesel engine minimum, 4 wheel drive, with outriggers, 12 ft minimum backhoe digging depth With minimum 1 yd3 front loader bucket and 18 in. wide rear hoe bucket. Unit capable of utilizing cold planer work tool attachment specified for compact track loader preferred. The backhoe loader should be a Caterpillar 430E or equivalent 6.Vibratory smooth wheel roller - 1 unit Approximately 3500 lbs, 30 in. wide tandem steel drums, with drum water spray system The vibratory smooth wheel roller should be a Caterpillar CB14 or equivalent 7.Dump truck - 1 unit Diesel engine, 5 yd3 minimum capacity, automatic transmission preferred 8.Water truck Diesel engine, 2000 gallon capacity, automatic transmission preferred 9.All terrain utility cart - 2 unit Gasoline or diesel engine, with cargo bed 10.Compact track loader - 1 total With high-flow hydraulics, tracked wheels Must be compatible with government owned Caterpiller SW45 wheel saw attachment The compact track loader should be a Caterpillar C279C or equivalent 11.Compact track loader work tool attachments - 1 unit each All attachments should be compatible with compact track loader selected, quick coupling attachment system preferred, compatibility with backhoe/loader preferred for all tools other than bucket but not required Bucket o0.5 yd3 capacity Forks o48 in. long Cold planer o18 in. wide drum, allows for 4 in. cut depth minimum oThe cold planer should be a Caterpillar PC205 or equivalent Angle broom oPoly bristle head, 80 in. broom width minimum oThe angle broom should be a Caterpillar BA18 or equivalent Vibratory roller o72 in. drum width minimum, steel drum oThe vibratory roller should be a Caterpillar CV18 or equivalent Impact breaker oPin-on version, includes moil point and chisel tools oThe impact breaker should be a Caterpillar H65DS or equivalent 12.Storage tent for dry material - 1 unit Storage area of 2500 to 3000 ft2 i.One set of parallel sides cannot be longer than 30 ft ii.One single tent is preferred, but vender can discuss available size options with APB engineer Height allows for operation of industrial forklift and compact track loader within Vendor responsible for assembly with proper staking/anchoring required for usage and disassembly. 13.Portable toilet - 2 units Vendor responsible for weekly servicing 14.Handwashing station - 1 unit Vendor responsible for weekly servicing 15.Refueling capability On-call refueling trucks or portable tanks stored on site are acceptable Service provides for 150 gallons of regular gasoline and 750 gallons of diesel fuel 16.Delivery of all equipment and refueling capabilities to delivery site and pickup from the delivery site at the end of the rental period 17.Any routine maintenance activities, such as performing oil changed, filter replacement, nozzle cleaning, light debris removal, battery replacement, tire repair, etc., will be the responsibility of the vendor All equipment shall be fully fueled upon delivery to the Silver Flag Training Area at Tyndall AFB, FL. The ERDC representative at the Silver Flag Training Area at Tyndall AFB, FL shall ensure that the equipment is fully refueled prior to equipment pick-up by the vendor. All equipment must be of acceptable quality and in good working condition. The ERDC representative at the Silver Flag Training Area, Tyndall AFB, FL may reject any item of equipment at the time of delivery if he deems that the equipment does not meet these criteria. In this case, the equipment provider must deliver an acceptable replacement to Silver Flag Training Area within 4 hours without the government incurring an additional delivery charge. In the event that the equipment provider does not comply with this requirement, the equipment provider will be liable for any and all costs incurred by the government for the rental of a replacement item of equipment during that period of time in which the required equipment is not available on-site. Any equipment that breaks down must be repaired or replaced promptly in order to avoid impacting the accomplishment of the government mission at Silver Flag Training Area, Tyndall AFB, FL. Specifically, any item of equipment that breaks down to such an extent that it cannot be used for its designed set of tasks must be replaced at Silver Flag Training Area, Tyndall AFB, FL within 4 hours of the first report of the breakdown, or, a qualified mechanic must arrive on-site within 4 hours of the first report of the breakdown to conduct repairs. If repair of the equipment is undertaken, the repair must be successfully accomplished within 4 hours of the arrival of the mechanic. In the event that the equipment provider does not comply with this requirement, the equipment provider will be liable for any and all costs incurred by the government for the rental of a replacement item of equipment during that period of time in which the required equipment is not available on-site. OFFERORS MUST INCLUDE ANY MISC FEES (SUCH AS, ANY NECESSARY EQUIPMENT CLEANING CHARGES, ENVIRONMENTAL FEES, ETC.) Award shall be made to the responsible offeror whose proposal is determined to be Lowest Price Technically Acceptable in accordance with Clause 52.212-2 Evaluation -Commercial Items.
