- Performance Work Statement (PWS) for the Test and Evaluation Modeling and Simulation (TEMS) acquisition dated 23 May 2013. The Department of the Air Force, Air Force Materiel Command, Air Force Test Center (AFTC), Directorate of Contracting, Edwards Air Force Base California, intends to award a sole source contract modification to Symvionics, Inc., 488 E. Santa Clara Street, #201, Arcadia, CA 91006-7229 using the authority of 10 U.S.C. 2304(c)(1), pursuant to FAR 6.302-1(a)(2)(iii). Symvionics is the incumbent contractor on the Test and Evaluation Modeling and Simulation (TEMS) contract FA9302-13-F-H005. The period of performance for this effort will be from 08 July 2013 to 07 July 2018. The NAICS Code is 541330 which has a business size standard of $35,500,000. Services will include: engineering support services necessary to develop new and enhance existing modeling and simulation systems. Tasking will include planning, developing, integrating, maintaining and executing models and simulations for airframe, propulsion and avionics testing. One of the priority tasks to be completed under this contract effort will be the test and integration of customer specific capabilities in support of the F-35/JSF flight test program. Other systems to be supported include the F-16 SIL, F-16 Block 50, F-22 Flight Sciences, and the F-16 Block 15 simulator. A copy of the Performance Work Statement (PWS) is attached for context. This sole source award is being made to Symvionics to prevent a break in contractor provided mission support services of critical, highly integrated, real time support to the 412 Test Wing, Electronic Warfare Group. Symvionics is currently the only firm capable of providing all of the required services without causing an unacceptable delay to the mission needs. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within 30 days of the publication of this notice. Contractors interested in this requirement should submit clear and convincing evidence that they can meet the Government's requirement. Mailed responses should be submitted to the attention of Deidra O'Neal, AFTC/PZIEB, 5 South Wolfe Ave, Bldg. 2800, Edwards AFB CA 93524. The due date and time for responses to this synopsis is 4:00 pm Pacific Standard Time on 08 July 2013. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received by responsible sources will normally be considered solely for the purpose of determining whether or not a future competitive procurement should be conducted.
