Description
The Naval Air Warfare Center, Weapons Division (NAWCWD), China Lake, CA intends to procure 160 each thermal lithium batteries in support of the United States Navy (USN) and Air Force (USAF). This requirement also includes 2 options for 60 each. This procurement is a full and open competition with HUB Zone price evaluation preference. The Government will evaluate options at the time of award. The Contractor shall manufacture and deliver Flight Termination System (FTS) Thermal Lithium Batteries in accordance with Specification NAWC-CH-3158. The batteries set forth in this requirement are to be delivered in three lots consisting of 160 each inclusive of 10 lot acceptance units, 1st option for 60 each inclusive of 10 lot acceptance units, and 2nd option for 60 each inclusive of 10 lot acceptance units. The contractor shall fabricate, inspect and test 28 each Range Qualification/First Article Thermal Lithium Batteries, and two additional header assemblies, in accordance with the specification NAWC-CH-3158. The contractor shall provide First Article Test Procedures and Test Reports and shall perform First Article Pre-production Testing. The contractor shall fabricate, inspect, and deliver 12 each Navy Safety Test Batteries concurrent with the First Article sample in accordance with the specification. NAWCWD will conduct the US Navy safety testing. Specific information to include detailed specifications will be included in Solicitation N68936-13-R-0060 to be issued and posted on the Navy Electronic Commerce Online Website at http://www.neco.navy.mil and the FEDBIZOPPS website at http://www.fbo.gov/ on or about 25 June 2013, to close 30 days after the solicitation issue date. The Government will provide the specification required for proposal purposes to registered offerors on the Federal Business Opportunities (FBO) website, www.fbo.gov, Non-FBO Secure link. Access is controlled by the System for Award Management (SAM) database at the following website: https://www.sam.gov. Delivery requirements shall be F.O.B. Destination China Lake, CA. All responsible sources may submit a written response which shall be considered by the agency. All responsible sources must be registered in the System for Award Management (SAM) at https://www.sam.gov and shall complete electronic annual representations and certifications.
