- SOURCES SOUGHT NOTICE FOR STENNIS SPACE CENTER/ MARSHAL SPACE FLIGHT CENTER/ MICHOUD ASSEMBLY FACILITY SYNERGY ACHIEVING CONSOLIDATED OPERATIONS AND MAINTENANCE CONTRACT (SACOM) THIS IS NOT A REQUEST FOR PROPOSAL, QUOATION, OR INVITATION TO BID NOTICE A.Background The National Aeronautics and Space Administration (NASA) is committed to utilizing potential sourcing opportunities in the development/implementation of synergies that do not impact NASA missions (i.e., Space Launch System Manufacturing and Testing), to reduce cost by streamlining and incorporating efficiencies, reducing excessive management burden, and providing an environment which promotes excellent performance and competition. One area that enables NASA to take advantage of these opportunities is the consolidation of the requirements presently under the John C. Stennis Space Centers (SSC) Facility Operating Services Contract (FOSC) NNS07AB21C, and the George C. Marshall Space Flight Centers (MSFC) Michoud Assembly Facility (MAF) Manufacturing Support and Facility Operations Contract (MSFOC), NNM09AA20C, into one contract. This consolidation will serve as the follow-on competition for both contracts. A preliminary acquisition schedule is provided at attachment 2. It is subject to revision as requirements evolve. The combined efforts called Synergy Achieving Consolidated Operations and Maintenance (SACOM), will service SSC and MAF, and may include the following: Engineering Services i.e. Drafting, Design, Cost Estimating and Construction Management; Institutional Services i.e. Food Services, Mail Services, Custodial, Fire Protection, Multimedia, Public Affairs, Educational Services, Roads and Grounds, Pest Management, Refuse Pickup, Safety and Quality Services, Environmental Services, Occupational Health Services and Commercialization of Space; Maintenance i.e. Unique Manufacturing Hardware Support, Preventative Maintenance, Corrective Maintenance, Special Operations and Maintenance of Test Facilities Site Operations i.e. Industrial Waste Water Treatment, Port and Harbor Operations and Energy Management Control System Operations; Logistics and Transportation Services i.e. Shipping/Receiving/Warehousing, Storage and Issue, Acquisition Management, Transportation, Redistribution/Utilization and Disposal, Vehicle Management, Operations and Equipment Accountability and Moving and Hauling Services The North American Industry Classification System (NAICS) code for this procurement is 561210, Facilities Support Services, with a size standard of $35.5M. B.Information Requested NASA is hereby seeking information from interested parties to perform non-personal technical and management services in support of a wide array of facility service activities at SSC, Mississippi and MAF, Louisiana. The intent of this Sources Sought is to request capability statements from interested parties. NASA invites potential firms to complete and submit the SACOM Capability Statement Worksheet (attachment 1) or before June 24, 2013, by 4:00 p.m. local time. The feedback should be no more than 3 pages in length. The 3-page submission shall include the SACOM Capability Statement Worksheet. A page is defined as 8.5 x 11, 12 pt, and Times New Roman font. For the purposes of this request, please complete attachment 1 and submit electronically to Marvin.L.Horne@NASA.GOV Sources Sought responses shall include the following (See Attachment 1 SACOM Capability Statement Worksheet): Name and address of firm Size of business Average annual revenue for past 3 years and number of employees Ownership Business Status - large, small, small disadvantaged, 8(a), Woman-owned, Veteran Owned, Service Disabled Veteran Owned, Historically Underutilized Business Zone and Historically Black Colleges and Universities)/Minority Institutions Number of years in business Affiliate information:parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime) List of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement Point of contact - address and phone number The Government intends to release the names, addresses, and points of contact via FedBizOpps of all respondents unless specifically requested not to do so by the respondent. All questions/comment forms should be directed to the point of contact identified below by the date and time identified above. NASA is seeking capability statements from all interested parties, including Large, Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the SACOM. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this synopsis. The Government will not pay for any information solicited. No evaluation letters and/or results will be issued to the respondents. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential firms responsibility to monitor these sites for the release of further information. The Government intends to review all responses submitted by Industry.This data will not be shared outside the Government. The Government may use this data to refine requirements. Please do not submit proprietary information.
