- The Army Contracting Command-Aberdeen Proving Ground (ACC-APG) intends to contract using other than full and open competition to provide Wolfhound DF System Software Modifications to the country of Afghanistan under FMS Case H5-B-UDA under FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). This procurement is to be conducted under FAR Subpart 13.5, under the authority of the test program for commercial items. ACC-APG intends to award a firm fixed price type contract to Praemittas Systems LLC, located at 8354-E Terminal Road Lorton, VA 22079. No solicitation document exists. Praemittas is the sole designer, developer and manufacturer of the Wolfhound Systems and is the only source with the knowledge and expertise to work with the 10.1 software version required for the effort. Market Research conducted from 26 April -23 May 2013 through a FedBizOpps posting supports that Praemittas System LLC is the only responsible source. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days following the date of publication of this synopsis will be considered by the Government. Interested persons must identify their interest and capability to respond to all requirements and submit proposals. The Government will notify parties of the outcome of any proposal submitted in response. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
