Description
The Naval Surface Warfare Center Carderock Division, Philadelphia, intends to enter into negotiations, on a sole source basis, with Thermo Eberline, LLC, doing business as "Thermo Fisher Scientific," 27 Forge Parkway, Franklin, MA 02038-3135 to procure services for the design and generation of DT-702 Thermo-Luminescent Dosimeter (TLD) card barcode serial numbers that are unique to the Navy. The new system shall generate alpha-numeric barcodes that do not overlap existing DT-702 serial numbers and assure future successful completion of DT-702 TLD card orders. The services in total shall consist of software modifications to the TLD readers, including acceptance testing, and hardware installation and upgrade of the TLD readers. Thermo Fisher Scientific (TFS) is the Original Equipment Manufacturer of the DT-702 TLD cards, model 8800 TLD readers and associated software. Accordingly, TFS is the only source that can make the specific changes to the barcode and TLD reader software and that can perform the specific hardware changes and installations. In addition, TFS holds proprietary rights to the Harshaw/Bicron TLD reader system designs, which are essential to performing the required services. The Government, therefore, intends to solicit and negotiate this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1. A Firm Fixed Price contract is anticipated. The applicable NAICS Code for this requirement is 334519. This notice of intent is not a request for competitive proposals; however, any and all responses must be received within 30 days of this synopsis notice. A determination by the Government not to open this requirement to competition based on the responses received to this synopsis is solely within the discretion of the Government.
