- This excerpt from the Performance Work Statement (PWS) describes the power benefits analyses being sought for three discrete studies currently underway in the U.S. Bureau of Reclamation's (Reclamation) Mid-Pacific Regional Planning Office. Projects 1 & 2 are follow-on evaluations to analyses previously initiated using the PLEXOS transmission-constrained production cost simulation model. Project 3 is new work. All 3 projects need to have an analysis of power benefits using the best available tool (per NEPA) and Reclamation staff has determined that PLEXOS is the best available tool. 1.The Central Valley Project (CVP) Cost Allocation Study is being conducted by Reclamation with assistance from the following Federal agencies: Western Area Power Administration (Western), the Army Corps of Engineers (USACE) and the United States Fish and Wildlife Service (USFWS). An initial power benefits evaluation is underway. It is anticipated that a number of additional analyses will be needed given the need to update the power benefits evaluation for new regulatory standards. These updated standards include revised biological opinions resulting from the current remand process and revised flow and water quality standards being formulated by the State Water Resources Control Board for their latest update of the Sacramento-San Joaquin Bay-Delta Basin Plan. 2.One of the California and Federal partnership (CALFED) Bay-Delta Program's Surface Storage Studies, i.e. the North-of-the-Delta Offstream Storage (NODOS) investigation is being conducted jointly with the California Department of Water Resources (DWR). An initial evaluation of power benefits has already been performed for the alternatives in the draft Feasibility Report (FR). Once comments received on the draft Feasibility Report are reviewed; it is anticipated that the alternatives for the final FR will be refined necessitating another round of power benefit analyses. 3.The Shasta Lake Water Resources Investigation (SLWRI) is another CALFED Bay-Delta Program Surface Storage Investigation currently underway. This investigation is evaluating the feasibility of enlarging Shasta Dam and Reservoir. The draft Feasibility Report estimated power benefits based on historical power market prices. The use of the PLEXOS model allows Reclamation to use a more credible approach for estimating power benefits for the final FR by evaluating the incremental value of increased power production based on the simulated future electricity market.
