- Specifications for FRED This is a combined Synopsis/Solicitation, Request for Quotations (RFQ) Number, for commercial services (vehicle storage), prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice (the text of FAR paragraphs referenced herein may be found at www.arnet.gov/far ). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33. The provisions at FAR 52.212-1, "Instructions to Offerors-Commercial," apply to this acquisition. This is a 100% small business set-aside. The NAICS code is 334111 and the size standard is $7 million average annual receipts for the past 3 years. All interested small businesses are invited to submit proposals for consideration and award of a Purchase Order. The Criminal Investigations Division (CID), National Forensics Crime Institute (NFCI), Hoover, Alabama, United States Secret Service (USSS) has a requirement for 50 each Forensic Recovery Evidence Device (FRED) including shipping in accordance with FAR 6.302-1(a)(2). Equipment must be shipped to be received at NFCI Hoover AL no later than July 19, 2013. The USSS is seeking a company that will provide 50 each Forensic Recovery Evidence Device (FRED). See specifications. FAR paragraphs 52.212-2, "Evaluation-Commercial Items," and 52.212-4, "Contract Terms and Conditions-Commercial Items," apply to this solicitation. Evaluation criteria to be used to determine the successful offeror are: Past Performance and Price. These technical factors are listed in order of importance and, when combined, are more equal to price. FAR paragraph 52.212-5, "Contract Terms and Conditions Required to Implement Statutes or Executive Order-Commercial Items," also applies to this acquisition; the following FAR clauses listed therein, in subparagraph (b), are included by reference: 52.219-6; 52.222-21, 52.222-26, and 52.222-36 (applicable to task orders that exceed $10,000); 52.222-35 and 52.222-37 (applicable to task orders that exceed $25,000). FAR Clause 3052.209-70 Prohibition on contracts with corporate expatriates, (JUN 2006) and USSS Clause USSS 3052.204-90 Unauthorized use of the U.S. Secret Service name are also hereby incorporated by reference. All offerors must be registered with the System Award Management System (SAM) to receive an award. (You may register easily and quickly online at http://www.FSD.gov ). If you had an active record in Central Contractor Registration (CCR), you have an active record in SAM. You do not need to do anything in SAM at this time, unless a change in your business circumstances requires updates to your Entity record(s) in order for you to be paid or to receive an award or you need to renew your Entity(s) prior to its expiration. SAM will send notifications to the registered user via email 60, 30, and 15 days prior to expiration of the Entity. To update or renew your Entity records(s) in SAM you will need to create a SAM User Account and link it to your migrated Entity records. Offerors should submit a proposal describing equipment requested. There are to be no substitutions on equipment. Include the name of the technical representative and/or project manager for the equipment along with their email contact information, telephone and facsimile numbers, (Government representatives may use past performance information obtained from sources other than those references provided by the potential appraiser). Complete and submit FAR Clause 52.212-3, "Offeror Representations and Certification". The offeror shall submit a listing of three (3) relevant (i.e., similar size, scope, complexity) contracts held with government and private entities (USSS may be one) within the past three (3) years in which similar supplies/services have been performed. For each listing, please provide the following information: name of government agency/company client; two (2) individual points of contact, email addresses and telephone number(s); address of client; contract number and dollar amount; description of services/supplies provided and period of performance. All references shall be for the same division, business unit, etc., that is being offered under this RFP. Any contracts during this period that resulted in disputes over non-performance between the offeror and a client shall be identified. Additionally, any systemic improvements employed to address these issues shall also be identified. Offeror shall submit the follow: •· Price Lists (commercial and otherwise (i.e. GSA); •· Indicate if products that are sold commercially and indicate discounts from commercial pricing. •· Discounts provided to USSS. •· Offeror shall also indicate how pricing is comparable to pricing given to other government agencies.
