******PLEASE CONTACT MARY BRINKLEY/ARCS ONLY FOR ALL TECHNICAL QUESTIONS OR CONSIDERATION REGARDING THIS ANNOUNCEMENT. MARY BRINKLEY'S/ARCS CONTACT INFORMATION IS IN THE BODY OF THIS SOLICITATION****** NASA/MSFC has a requirement to purchase 560 lbs of 2.0 INCH BIAS CUT FM5505 SILICA PHENOLIC PREPREG TAPE. NASA/MSFC intends to purchase the prepreg tape from Cytec Engineered Materials, Inc. Competition is impractical for the following reasons: 1) FM5504 Silica Phenolic prepreg, produced by Cytec engineered Materials, Inc., is the only material that has been qualified for fabrication ablative chambers for Liquid Oxygen/Hydrogen (LOX/H2) injectors developed in-house using Direct Metal Laser Sintering (DMLS). 2) The LOX/Hydrogen injector program is intended to evaluate the performance of the DMLS injector, not the FM5504 Silica Phenolic prepreg material, so it is necessary to use prepreg materials with which NASA has an extensive material characterization database. There are no other known sources that can satisfy the Government's requirements. 3) Fabrication of the first combustion chamber for the LOX/Hydrogen injector is to be completed by August 2013 and so there is neither sufficient time nor funding to qualify an alternate prepreg material from another source. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Mary.M.Brinkley@nasa.gov no later than 4:30 p.m. local time on June 13, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
