- THIS SOURCES SOUGHT IS AMENDED IN IT'S ENTIRETY. This is a Sources Sought (SS) and a Request for Information (RFI) to identify potential companies (sources) capable of, and interested in, providing supply chain analysis within industrial ecosystems. This request is for planning purposes only; and it is not a request for proposal. This sources sought does not constitute a solicitation and there is no guarantee a formal solicitation will be issued by the Government as a result of responses to this RFI. The purpose of this request is to determine if a 100% set aside for Small Business or a Partial Small Business is a viable acquisition strategy. The primary NAICS Code is 541690 Other Scientific & Technical Consulting Services or 541614- Process, Physical Distribution and Logistics Consulting Services, size standard is $14.0 Million. The Government does not intend to award a contract based on this SS/RFI or otherwise pay for information solicited. Please identify any proprietary information submitted. All information submitted will be held in a confidential status. As part of this RFI, interested parties are requested to provide the possibility of accomplishing the requirement within a maximum of $100,000 over a 12-month period. Companies or Non-Profit Agencies who desire to participate in this market survey are encouraged to submit a white paper which supports the company's claim that it presently has the qualifications and capabilities to satisfy one or more of the performance objectives as addressed below. The following questions should be answered within the white paper response. Responses should be limited to a maximum of five pages and should be received in this office NLT 13 June 2013 by 3:00p.m. Please note that this is not a request for quotes or proposals; the Government is seeking information for market research purposes only. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. A solicitation is currently not available. The Government may or may not issue solicitation documents. The Small Business Administration intends to support disrupted or at-risk regional manufacturing communities. SBA is interested in procuring strategic supply chain analysis enabling regional manufacturing communities to align resources and increase participation by small businesses. BACKGROUND AND BASIC REQUIREMENT: As part of the IMCP and the American Supply Chain Initiative, SBA is seeking proposals from entities that will support disrupted or at-risk regional manufacturing communities. SBA is interested in proposals that provide strategic supply chain analysis enabling regional manufacturing communities to align resources and increase participation by small businesses. BASIC CAPABILITIES Companies shall provide supporting information indicating that it presently has the following qualifications and capabilities: a. Over 5 years of experience conducting regional or local economic analysis b. Demonstrable core competencies in the development or analysis of supply chains c. Documented internal processes for quality of service monitoring, metrics management, quality assurance, and continuous process improvement. SUPPLY CHAIN ANALYSIS: REQUIREMENTS INQUIRY Companies shall provide responses to the following questions with regard to the basic requirement. If the response is affirmative, the company shall include a brief description of the proposed methodology to fulfill each item identified. If the response is negative, the company shall provide a brief description explaining why the item identified is not achievable. In the given time frame and cost parameters described above, is it feasible: 1) To conduct a new or expand an existing supply chain analysis within a regional manufacturing community with specific analysis of high-potential small business nodes? 2) To create of one or a series of engagements in which stakeholders identified during the analysis process are convened to initiate action? Areas or tasks where a contractor does not have prior experience should be annotated as such.
