Description
Draft Flight Operations Statement of Requirements PDF Format Draft Flight Operations Statement of Requirements XLSX Format The US Department of State is soliciting Flight Operation Services (FOS) in support of Department’s Global Aviation Program. The INL/A Flight Operations Contractor will provide aviation mission support to OCONUS U.S. Embassy Country Teams and within CONUS as directed. Support encompasses mission planning, mission execution, and post mission analysis for both fixed-wing and rotary-wing operations. Approved missions may include but are not limited to: aerial eradication, manual eradication support, interdiction support, air assault, border security, external load, forward resupply, personnel and cargo aerial transportation, Search and Rescue (SAR), CASEVAC, MEDEVAC, disabled aircraft recovery, armed helicopter escort, maintenance test flights, ferry missions, aerial reconnaissance, surveillance and crop verification. Applicable missions are performed by contractor personnel at CONUS locations, Iraq, and Afghanistan; by contractor and/or host nation personnel in Colombia and Guatemala; by host nation personnel with contractor technical oversight in Peru and Pakistan. Operations support consists of aviation life support equipment program management, geospatial intelligence (GEOINT), intelligence/information acquisition and use in Iraq and Afghanistan, force protection, mission planning, downed aircraft/airmen procedures, armament program management, and maintaining tactical communications from CONUS and OCONUS locations where applicable by contractor and/or host nation personnel.
