- Draft INL/A Aviation Maintenance Statement of Requirements PDF Format Draft INL/A Aviation Maintenance Statement of Requirements XLSL Format The US Department of State is soliciting Aviation Maintenance Services in support of Department’s Global Aviation Program. The INL/A maintenance contractor will provide aircraft maintenance and engineering support for a diverse fleet of fixed- and rotary-winged aircraft and the associated ground support equipment (GSE). Quantities, models, and locations of aircraft, mission systems, and GSE will change during this contract. The contractor will be required to change with these fleet changes. Aircraft Availability and Maintenance: The contract fully mission capable (FMC) rate requirement for fixed-wing and rotary-wing aircraft is 80% for all aircraft types. The required FMC rate will be maintained at a level to ensure the agreed upon flying hour program, by country program, can be accomplished with available resources and meet or exceed the other maintenance requirements contained within this SOR. All maintenance will be conducted in accordance with INL Directives and policies, INL/A approved Contractor policies, procedures, and plans, OEM standards, and FAA and DoD standards as applicable. Maintenance and aircraft historical documentation shall be in accordance with Department of the Army Pamphlet 738-751. Maintenance data collection is specified in DA PAM 738-751 but also includes cost data and is available at all times to DoS Maintenance personnel. The maintenance and engineering contract complies with the provisions of the Interagency Committee on Aviation Policy (ICAP) Aviation Resource Management Survey (ARMS) checklist. The contract requires a comprehensive systems engineering capability to support the acquisition, modification, life-cycle management, continued airworthiness, and sustainment of the DoS aircraft fleet. Engineering capabilities shall include: Configuration Management – A standardized process for tracking configurations/modifications and maintaining fleet configuration. We require an up-to-date database of all aircraft and associated ground support equipment. Recommended configuration changes are submitted to the USG for approval. New modifications, upgrades, or improvements that change the original configuration are processed through the Systems Engineering process. Configuration management is based upon MIL-HDBK-61 and ANSI/EAI-649. Publications Management – We have a master and satellite technical publications libraries to provide the accurate and current technical data to maintain aircraft, mission systems, and GSE. For aircraft and systems specifically developed for DoS, technical publications and data packages are developed, maintained, published, and distributed. Publications and technical data include, but are not limited to, flight manuals and supplements, maintenance manuals, parts manuals, instructions for continued airworthiness, engineering studies and reports, and engineering drawings. Sustainment, reliability and maintainability- The Engineering processes are used to analyze and manage the reliability and maintainability of aircraft, systems, and ground support equipment. This includes managing component end-of-life processes to prevent obsolescence or diminishing manufacturing sources and material shortages (DMSMS) impacting aircraft, system or ground support equipment availability. Development and Evaluation- Engineering processes include research and develop modifications and alterations to aircraft, systems, and ground support equipment to improve safety, reliability, supportability, and reduce costs. Projects arise from obsolescence, R&M, safety, or mission changes. The development and evaluations ensure projects meet functional, configuration, and supportability requirements.
