CONTACT INFORMATION IS ALSO IN THE BODY OF THIS SOLICITATION.*********************************** This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for one (1) Avionics Cooling System. Please provide offer for products built same as or equal to the attached specifications. The goal of the Advanced Passive Avionics Cooling project is to provide low-cost/low-mass thermal solutions. Satisfaction of the performance and programmatic requirements, system cost and delivery schedule are the primary selection criteria but the mass of the system shall also be considered. To support the selection process, the proposal shall include the following: (1)A description of the proposed components and system design and evidence that the proposed design clearly demonstrates the ability to meet the performance and physical requirements. (2)A work plan for the development/fabrication effort. Responses shall clearly demonstrate the contractors ability to develop and fabricate the concept and meet programmatic requirements, especially the schedule. (3)A quote for development, fabrication, testing, and delivery of the components described in this request. The quote shall include both a cost estimate itemized by hardware component and a total cost for the baseline system. The baseline system includes the following hardware components: the high conductivity plate, header heat pipe, and purge flow heat exchanger, and related interface mounting hardware and materials. Include in these estimates any design and nonrecurring engineering costs associated with each component. (4)If included in the response, the additional design aspects, work plan and itemized cost, similar to items 1,2, and 3, above, associated with adding the optional phase change material module shall be included clearly separate from the baseline items. The provisions and clauses in the RFQ are those in effect through FAC 2005-61. This procurement is a total small business set-aside. The NAICS Code and the small business size standard for this procurement are 334512 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to MSFC is To Be Determined. Delivery shall be FOB Destination. Offers for the items(s) described above are due by 6/20/2013 by 4:00 p.m. CST to Sharon D. Crowder at sharon.d.crowder@nasa.gov and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. offers may be submitted using your standard company policy. Offerors shall provide the information required by FAR 52.212-1 (FEB 2012), Instructions to Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled 'Buy American Act -- Supplies,' the offeror shall so state and shall list the country of origin. FAR 52.212-4 (FEB 2012), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (AUG 2012), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: See attached Terms and Conditions. Crowder no later than 6/11/2013 by 12:00 p.m. CST. Telephone questions will not be accepted. Selection and award will be made to the lowest priced, technically acceptable offeror. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. All responsible sources may submit an offer which shall be considered by the agency. However, any award from this RFQ will require the potential vendor to be certified within the System for Award Management (SAM) and Online Representations and Certifications Application (ORCA) Databases prior to award.
