- The Transportation Security Administration (TSA) intends to contract using other than full and open competition to continue delivery of vital accounting and financial reporting services for the period of August 11, 2013 through February 28, 2014 under FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). This procurement is to be conducted under FAR Subpart 13.5, under the authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996). TSA proposes to award a fixed price type contract as a stop gap measurement while competing the procurement for the period beginning March 1, 2014. Accordingly, the TSA intends to award a contract to Miracle Systems LLC, located at 2300 Clarendon Boulevard, Suite 200, Arlington, VA 22201. This contract will address the requirements of the TSA Financial Management Division to assist in the following: accounting for property and equipment, monitoring and reconciling open obligation balances, complying with federal accounting standards, and meeting audit requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days following the date of publication of this synopsis will be considered by the Government. The Government will notify parties of the outcome of any proposal submitted in response. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
