- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This procurement is being conducted in accordance with FAR Part 15, Contracting by Negotiation. The Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE) on behalf of the Bureau of Ocean Energy Management (BOEM), intends to competitively award a cost-plus-fixed-fee (CPFF) type of contract as a result of this notice. There are no set aside restrictions. The BSEE, Acquisition Operations Branch, is the contracting office for this procurement and the resulting contract administration. All potential Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov in order to receive Government awards. The applicable NAICS Code is 54162, Environmental Consulting Services. The estimated budget range is between $500,000.00 and $700,000.00. The period of performance of the resultant contract is expected to be 24 months from the date of award. BOEM has a need for a study entitled Effects of Electromagnetic Fields (EMFs) from a High Voltage Direct Current 640kv Transmission Lines and AC/DC Transformer Substations on Selected Marine Species, Radar, and Marine Vessel Radio. This study will focus on commercial scale High Voltage Direct Current (HVDC) submarine cables and the converter substations in particular and address: (1) strength, spatial extent, and variability of EMFs of buried subsea high-voltage, direct current (HVDC) cables; (2) strength, spatial extent, and variability of EMFs of a 1000MW HVAC/HVDC converter substations (3) effects of EMF from HVDC transmission lines on marine species, and (4) effects of EMF on technology and equipment currently in use (e.g., radar, marine vessels, etc.). The evaluation would involve appropriate field tests of similar transmission cables and evaluate existing terrestrial and European converter stations of similar size.
