Description
Sole Source Justification The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) and the National Capital Acquisition Division (NCAD), Simplified Acquisition Branch intends to award on a sole source basis with University of Massachusetts (OGC) using the procedures in FAR Parts 6 and 13. The Ocean Research and Applications Division, part of NESDIS Division, has a requirement to provide field experiments aboard the NOAA P-3 aircraft to conjunction with the University of Massachusetts (UMASS) Microwave Remote Sensing Laboratory. The University of Massachusetts Microwave Remote Sensing Laboratory (MIRSL) designed and built the Imaging Wind and Rain Airborne Profiler (IWRAP) radar and processing system and they will operate the IWRAP aboard the NOAA P-3 aircraft during the NESDIS Ocean winds hurricane season calibration/validation flight experiments for OSCAT and ASCAT. The University of Massachusetts is the is the sole proprietor to install, modify and operate their IWRAP instrumentation and data processing systems for the NOAA P-3 aircraft. The Period of Performance will be nine (9) months from the time of award. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1(a)(2), Only one responsible source, and solicited in accordance with the policies and procedures set forth in the Federal Acquisition Regulation, Part 13 Simplified Acquisition Procedures. The North American Industry Classification Code (NAICS) for this acquisition is 541712, $6.5M. This is not a request for competitive proposals. However all information received will be considered by the Government. A determination by the Government not to compete this action based solely upon this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties who believe they can meet the Agency's requirement are requested to submit in writing an affirmative response; all responses must include detailed technical information and other technical literature demonstrating the ability to meet the above requirements. Failure to submit documentation will result in the agency proceeding as stated above. Please indicate NEED3000-13-00980 in your response.
