Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse, Office of Acquisitions, Station Support/Simplified Acquisition Branch, on behalf of the National Center for Advancing Translational Sciences (NCATS), intends to negotiate and award a purchase order on a noncompetitive basis to Agilent Technologies, 2850 Centreville Road BU3-2, Wilmington, DE, 19808-1610, to relocate and re-install the Government-owned Agilent Technologies Biocel 1200/1800 Robotic System at the Division of Preclinical Innovation (DPI) in Rockville, Maryland. The period of performance is two months from the date of award. The National Center for Advancing Translational Sciences (NCATS) has a requirement for the relocation and re-installation of the Government-owned Agilent Technologies Biocel 1200/1800 Robotic System (serial number USS2009360027) which is manufactured by Agilent Technologies at the Division of Preclinical Innovation (DPI) in Rockville, Maryland. This equipment was previously purchased by the Government and installed at NCATS, 5 Research Court, in Rockville, Maryland. Due to the relocation of the Government's laboratory, this equipment must be disassembled, transported, and re-installed at the laboratory's new location. The new laboratory is located at 9800 Medical Center Drive, Building C, Room 329, Rockville, Maryland, 20850. Agilent Technologies is the manufacturer of the Agilent Technologies Biocel Robotic System. Agilent Technologies does not authorize any third parties sell or service the Biocel Robotic System. The disassembly and re-installation must be performed by Agilent Technologies' certified engineers, technicians, and service managers. This acquisition is being conducted using policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of John Flannery, at flanneryje@mail.nih.gov.
