Description
Draft PWS for T100K Series Servo Valve Test Stands Upgrades SOURCES SOUGHT SYNOPSIS: T100K SERIES SERVO VALVE TEST STAND UPGRADES Solicitation Number: FA8224-13-R-0082 Notice Type: Sources Sought 1.NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) code is 811219, which has a corresponding Size standard of $19.0 million. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partner. 2. PROGRAM DETAILS: The government is considering issuing a contract for T100K Series Servo Valve Test Stand Upgrades. The Original Equipment Manufacturers (OEM(s)) for these stands is HR Textron. AAI Corp. and Testek Inc. are believed to own or have access to data rights for all test stands included in this service. The successful contractor shall provide engineering software/hardware services, system integration, reconfiguration, modification and refurbishments to the T100K Series Servo Valve Test Stands. Additionally, successful contractor shall provide for incidental repairs, calibration, technical data in compliance with Air Force configuration management policies, and on-the-job (OJT) training to government personnel during period of performance. Successful completion of this effort will provide fully functional test stands with an extended life cycle of 20 years while maintaining their capability to successfully test aircraft components in accordance with Air Force Technical Data. CAPABILITY QUESTIONS: 5.1 What is your experience with the Test Stands listed in Appendix B of the draft PWS: a. Hardware Maintenance b. Software Maintenance c. Engineering Services d. Upgrades e. Parts Acquisition f. Training 5.2 What is your experience in preparing technical manuals in compliance with Air Force Technical Order (TO) regulations? 5.3 What is your experience in preparing and submitting software code in accordance with Air Force Automated Computer Program Identification Numbering System (ACPINS)? 5.4 Are you able to provide government rights as required in PWS to all software incorporated in test stand upgrades? 5.5 Do you have the facilities, utilities, and incidentals necessary to refurbish and verify upgraded stands' performance? 5.6 The government is unable to provide significant data related to the Model 357 Servo Analyzer Kit. How will you gain access to such data or work around it? 5.7 What is your experience in arranging loan / lease agreements for Air Force equipment or components? 5.8 Have you ever developed an electric servo valve test stand with similar capabilities? 5.9 Do you have, or can you acquire the skills necessary within 30 days of contract award, to begin performing all services identified in the DRAFT PWS? 5.10 Please submit a current capabilities statement and explain why you believe you can perform this service.
