- Video Imagery Request for Information This is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this Request for Information (RFI). The Air Force will NOT be responsible for any costs incurred by interested parties in response to this RFI. This FedBizOpps notice is an announcement seeking market information for businesses capable of providing the product as described herein. The 6th Contracting Squadron (6 CONS) is currently conducting market research to determine qualified, experienced, and interested potential sources. The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside of the agency. Such information will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications ARE NOT acceptable in response to this notice. Sources shall include in their information, a detailed capabilities statement stating their experience in providing the same or similar items described in this notice to include the approximate number of photos/videos in their database, a point of contact with phone and e-mail information, business status (Socio-Economic Factors: 8(a), HUBZone, Service-Disabled Veteran-Owned Business), business size based on NAICS 512110, and a positive statement of interest to submit a proposal. The 6th Contracting Squadron (6 CONS) is seeking information regarding unlimited license for still photo imagery and license for video imagery. The following information is requested: The United States Special Operations Command (USSOCOM) J3 requires an unlimited license for still photo imagery and license for video imagery. Licensor shall grant to Government a perpetual, worldwide, license to use, copy, reproduce, edit and incorporate into derivative works, in whole or in part, all images, graphics, photos, video and multimedia products distributed by licensor over its web sites during the term of the license, subject to the rights and limitations set forth below: The term of the license shall begin on the dates that licensor first grants Government access to the photo and video web sites, respectively, and shall terminate one year thereafter. Government shall have the right to sublicense Licensed Works to Government's contractor and its successive subcontractor(s). Government shall have the right to distribute and disseminate Licensed Works in whole or in part in unlimited quantities. Government shall have the right to distribute and disseminate Licensed Works via any and all types of media and venues of its choosing, to include, but not limited to, printed media of all types, radio, video, film productions, mobile devices, cell phones, internet, television, on-screen projection, and promotional material related thereto, but to specifically exclude theatrical uses. Government shall have the right to distribute and disseminate Licensed Works and derivative works thereof to worldwide audiences for unrestricted viewing for educational, informational, and public service purposes on a not-for-profit basis. For clarification purposes, and not by way of limitation, once a licensed work is rightfully downloaded during a license period, Government has the right to use that licensed work in perpetuity, in unlimited quantities, and in as many separate instances, uses, products, and derivative works as it may choose. For the purpose of viewing and downloading Licensed Works from the photo imagery web sites Government shall be provided six (6) login passwords for access to the photo imagery web site and six (6) additional login passwords for access to the video web site. Each of these passwords may be used for unlimited, unrestricted web access to and downloads from the photo imagery web site and the video web site, respectively, 24 hours per day 7 days per week by USSOCOM military, government or contractor personnel. For purposes of non-attribution, the chain of sublicenses from Government to Government's contractors and successive subcontractor(s) may not always be fully executed and intact. Therefore, for purposes of this license agreement any rights exercised by Government's contractor or its successive subcontractor(s) under this agreement shall be deemed rights exercised by Government, whether the chain of sublicenses is complete and whether all sublicenses are dutifully executed. Provided that licensor shall retain the copyright to the Licensed Works incorporated therein, Government shall own the copyright to all derivative works created by the Government or by Government's subcontractor or successive subcontractors. For the purpose of this RFI, the anticipated North American Industry Classification System (NAICS) Code is 512110, Motion Picture and Video Production, and the small business size standard is $30.0 million. Interested organizations may submit their capabilities, and qualifications to perform the effort in writing to Joyce Wright at joyce.wright@us.af.mil no later than 4:00 PM EST on Monday, 24 June 2013.
